Personnel Manager Randy Peck recommends City Council approval of the
administrative services fee for Total Administrative Services Corporation (TASC), our
flexible spending plan administrator, in the amount of $3.85 per month per participating
employee, effective January 1, 2010 through December 31, 2011. This is an increase
from $3.77 per month per participating employee, which is a 2.1 % increase.

approval.

I received the renewal rates from Total Administrative Services Corporation (TASC), our
administrator for the flexible spending plan. Effective January 1, 2010, their fee will
increase from $3.77 per month per participating employee to $3.85 per month per
participating employee, which is a 2.1 % increase. This fee is guaranteed through
December 31, 2011. Their current fee has been in effect since January 1, 2009. The
Health Care Committee voted to accept the renewal rate proposed by Total
Administrative Services Corporation. I recommend that the administrative services fee
of $3.85 per month per participating employee effective January 1, 2010, through
December 31, 2011, be approved.
The requested action is for the City Council to pass a motion approving the
administrative services fee proposed by Total Administrative Services Corporation in the
amount of $3.85 per month per participating employee effective January 1, 2010
through December 31, 2011.

Earlier today you received a FlexSystem Renewal reminder communication. The addressee name was incorrect. However, yoGr
FlexSystem Plan is up for renewal 1/1/2010. Please disregard the name the communication was addressed to. TASC apologizes
for any confusion this may have caused.
The communication you received mentions The Consumer Price Index (CPI) increase that will be effective for your new Plan
Year. This increase only applies to your per Participant fee or flat fee. As you may recall, last renewal period TASC implemented
an annual fee increase. This fee increase is based on a three year average of the Consumer Price Index (CPI), which is
calculated by the U..S. Bureau of Labor Statistics.
This year, TASC FlexSystem Clients will receive a 2.1% increase on their administration fees effective on the invoice for the
2010 Plan Renewal (your Per Participant Fee and/or Annual Flat Fee -whichever applies to you.)' To determine what your new
fees will be simply calculate your current fee by 2.1 %, The FlexSystem administrative fee is separate and apart from any '
additional feature fees, such as the Claim Card or HSA which will not be receiving an increase.
In addition, you may also recall that we eliminated our Per Participant Enrollment Fee last year and replaced it with one easy to
manage Annual Enrollment Flat Fee. This reasonable once-a-year fee eliminates the hassles of managing those pesky little
invoices. You will see this fee as an itemized lineitem on your Plan Renewal invoice. .
