Two responses were received to a Request for Proposals for an engineering consultant
to complete the IA 32 Capacity Improvements Project.
Following evaluation of the proposals City Engineer Gus Psihoyos recommends that the
City Council approve the selection of IIW Engineers & Surveyors, P.C. and authorize
the City to negotiate an agreement and execute a contract based on IIW Engineers &
Surveyors, PC proposed fee of $74,000 for design services.

INTRODUCTION
This memorandum provides the recommendation of the consultant selection committee for an
engineering consultant to complete the IA 32 Capacity Improvements Project for review and
approval by the City Council.
BACKGROUND
The IA 32 corridor is located on the west side of the City of Dubuque. This area has seen and
continues to see a high level of growth. It is a corridor where operation and safety concerns
have been heightened due to the dramatic growth of the traffic volumes over the past five
years.
The Iowa Department of Transportation (Iowa DOT) studied this corridor in 2006-2007 and
found substantial roadway improvements would be needed to handle the projected growth. In
recent years the City has applied for and received an Iowa Clean Air Attainment Program
(ICAAP) grant ($448,086), along with a traffic safety grant ($500,000) for improving the
capacity and safety of IA 32.
The purpose of the IA 32 Capacity Improvements Project is to engage a qualified consultant to
provide the following:
- Street and utility engineering design.
- Design and plan preparation for the installation of fiber optic cable, conduit, cameras,
microwave sensors, vehicle detection, and networking equipment (including switches, etc.).
- Modifications of the left-turn bays (single- to dual-lane) at Asbury Road.
- Addition of southbound right-turn lanes at Asbury Road.
- Extension of both the northbound and southbound left-turn lanes at Pennsylvania Avenue.
- Addition of a southbound right-turn lane at Pennsylvania Avenue. (Note: The additional
right-turn lane may require modifications to the existing traffic signals.)
DISCUSSION
The City Council approved the release of the Request for Proposals (RFP) for this study on
November 16, 2009. Two proposals were received by the November 24, 2009 deadline:
• WHKS & Co. -East Dubuque, Illinois
• IIW Engineers & Surveyors, PC -Dubuque, Iowa
On November 24, 2009, the consultant selection committee met to review those proposals.
The committee included: Ken TeKippe, Finance Director; John Klostermann, Street
Maintenance Supervisor; Kyle Kritz, Associate Planner; Gus Psihoyos, City Engineer; David
Ness, Civil Engineer II; and Jon Dienst, Civil Engineer II.
The following criteria are among those that were used by the consultant selection committee to
evaluate the consultants:
• A high level of professional competence and a proven track record in the design of
traffic signals, ITS systems, and transportation systems.
• Quality and completeness of the written proposal.
• Design approach/methodology in completing scope of services.
• Responsiveness and compatibility between the consultant and City.
• Proposed schedule required to complete the project.
• Cost of the IA 32 (NW Arterial) Capacity Improvements in relation to the services
offered.
The two firms that submitted proposals had the following fee schedules:
• $78,159 WHKS & Co. -East Dubuque, Illinois
• $74,000 IIW Engineers & Surveyors, PC -Dubuque, Iowa
Following the evaluation, the committee recommends the consulting team of IIW Engineers &
Surveyors, PC be retained.
BUDGET IMPACT
After authority is granted to negotiate an agreement and execute a contract with the selected
consultant, the consultant and the City shall develop an industry standard Work Breakdown
Structure (WBS)--work tasks for each component, line item cost for each deliverable, and
related project management activities--to reflect the firm's approach to project completion
within the available funding limits.
The budget for the work outlined in the RFP is estimated to be approximately $100,000
depending on the negotiated scope of services. The consultant work will be funded from the
following:
CIP 3001011 Signalization Program $ 60,000
CIP 2501814 NW Arterial Capacity Improvements 40,000
Total Project Funding 100 000
RECOMMENDATION
Based on review of the proposals by the consultant selection committee, it is recommended
that the City negotiate an agreement and execute a contract with IIW Engineers & Surveyors,
PC for the IA 32 Capacity Improvements Project. The contract for the scope of services would
be based on IIW Engineers & Surveyors, PC proposed fee of $74,000.
ACTION TO BE TAKEN
respectfully request that you recommend IIW Engineers & Surveyors, PC to the City Council
for the IA 32 Capacity Improvements Project and that you allow the Engineering Department
authority to negotiate an agreement and execute a contract with IIW Engineers & Surveyors,
PC for design services.
