City Engineer Gus Psihoyos is recommending acceptance of the West 32nd Street
Detention Basin Project, as completed by Tschiggfrie Excavating Co., in the final
contract amount of $1,711,836.54, which is a 7.44% increase from the original contract
of $1,593,371.25. This increase is attributed to the following additions: 1) 2,200 foot
long six-foot wide sidewalk installation along West 32nd Street; 2) parking lane for four
vehicles along W. 32nd Street; 3) stone shoulder installation where no curb and gutter
existed along W. 32nd Street; and 4) a gate structure to allow for the planned
maintenance of the wet pond.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
West 32"d Street Detention Basin Project.
DISCUSSION
The West 32"d Street Detention Basin Project included the: excavation of approximately
105,000 cubic yards of soil; construction of an earthen embankment; installation of a
large diameter storm sewer--96 feet of 108-inch diameter, 190 feet of 96-inch diameter,
and 235 feet of 66-inch diameter RCP; installation of 328 feet of 24-inch diameter DIP
sanitary sewer; and construction of a twin, 9-foot wide by 8-foot high box culvert to
replace the bridge just east of Wildwood.
DISCUSSION
The West 32"d Street Detention Basin Project was completed by Tschiggfrie Excavating
Co. of Dubuque, Iowa, in the final contract amount of $1,711,836.54, which is a 7.44%
increase from the original contract of $1,593,371.25. Of the $118,465.29 contract
increase, $117,046.48 can be attributed to the following additions: 1) 2,200 foot long
six-foot wide sidewalk installation along West 32"d Street; 2) parking lane for four
vehicles along W. 32"d Street; 3) stone shoulder installation where no curb and gutter
existed along W. 32"d Street; and 4) a gate structure to allow for the planned
maintenance of the wet pond.
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the final
contract at $1,711,836.54.

Spot repairs have corrected the identified Clifford-Rosemont storm sewer deficiencies.
The total replacement of the aging Clifford-Rosemont storm sewer will be considered

ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $1,711,836.54 to
Tschiggfrie Excavating Co. for the West 32"d Street Detention Basin Project.

ACCEPTING THE WEST 32ND STREET DETENTION BASIN PROJECT AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the West 32"d Street Detention
Basin Project (the Project) has been completed and the City Engineer has examined the
work and filed a certificate stating that the Project has been completed according to the
terms of the Public Improvement Contract and that the City Engineer recommends that
the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the West 32"d Street Detention Basin Project fund, Clifford-Rosemont Storm Sewer
fund, and General Sanitary Sewer Repairs fund appropriations for the contract amount
of $1,711,836.54 less any retained percentage provided for therein as provided in Iowa
Code chapter 573, and to pay such retainage only in accordance with tie provisions of
Iowa Code chapter 573.
