Dear Representative Jochum,
I am writing to you regarding HF 196 regarding voluntary 80/20 annexations.
The proposed legislation would require that the board of supervisors pass a
resolution supporting or opposing the annexation. This would seem to be
counter to the premise of voluntary annexation and usurps annexation as a city
function, The current legislation provides no deadline for action by a board of
supervisors and could conceivably delay annexation indefinitely thus create
another barrier for those who want to annex and receive city services.
Furthermore, HF 196 includes special considerations for century farms, which
could create non-jurisdictional islands within city limits. While it is important to
protect century farms against involuntary annexation, it is important to note that a
century farm continues to operate as such even though it has been annexed
within the city limits. Please join us in opposing this legislation which creates
additional hurdles for voluntary annexations.
