Leisure Services Manager Gil Spence recommends City Council approval of a request
from the Dubuque Junior Chamber for $600 to help fund the replacement of the holiday
decorations for Washington Park. The decorations previously used were destroyed
when the Jaycees had a sewer backup in their building. It is unusual for the City to
cover this type of expense, but it is in the interest of the City to have this work done by a
volunteer organization, and the unexpected disaster destroying the items creates
special circumstances.

INTRODUCTION
The purpose of this memorandum is to recommend approval of the request from the
Dubuque Junior Chamber for $600 to replace the holiday decorations in Washington
Park.
DISCUSSION
In October the Jaycees had a sewer backup in their building that destroyed the
decorations used for the holiday season in Washington Park. The replacement cost
does not surpass the deductible they have on their insurance policy and their Jazz Fest
fundraisers did not do well this year because of the weather.
They are requesting $600 from the City to help fund the replacement of the decorations.
Having Washington Park decorated for the holidays is important to the community and I
recommend that the City grant this request. I have been assured that these funds will
not be used for any religious items.

ACTION STEP
The action requested is City Council approval of the Dubuque Junior Chamber's request

Dear Mr. Mayor:
I am writingyou,to ask the City of Dubuque to assist the Dubuque Junior Chamber with
$600.00. This will be to replace decorations that we utilize in the annual decorating of
Washington Park., Our decorations were destroyed this past month and the amount
needed does not total our insurance deduction.
As you mayor may not know our fiscal year was less than stellar this year and in order to
'decorate Washington Park we need help. Washington Park has been our pride and joy
ever since we first .gave the City of Dubuque monies to restore it in the 1970's and again
in 2005. The park deserves to shine each year during the holiday season.
We are requesting that the City of Dubuque assist us this year. We hope that you will be
able to assist us in giving the. Dubuque Community and all who visit the grandeur of a
visually appetizing park throughout the holiday season.
Thank you for the possible opportunity to make Washington Park as beautiful as we have
in the previous years.
