SUBJECT: FY2019 Planning Services Department— New and Increased Fees

INTRODUCTION
This memo transmits for City Council review and approval, a resolution and supporting
documentation for FY2019 Planning Services Department fees.
DISCUSSION
As part of FY2019 budget process, the Planning Services Department reviewed the
application fees charged for applications that are processed for the Zoning Advisory
Commission and Zoning Board of Adjustment, and/or reviewed by Development
Services staff.
The analysis of Development Services fees yielded an average increase of 8% for
wages and benefits holding the number of staff hours constant for each application
processed by Planning staff. The 8% increase reflects wage growth associated with
annual cost of living increases of approximately 2% on average since FY2015 when the
last Development Services fee increase was approved.
Staff also calculated the wages and benefits for the processing of Historic Preservation
Commission cases. The current fee for a Special Exception is comparable to the
processing costs for Design Review cases by the Historic Preservation Commission.
Attachment A is a chart that shows the impact of an 8% increase in Development
Services fees. Attachment B is a comparison of the City of Dubuque's Development
Services fees with similar fees charged by nine other large cities in Iowa. Dubuque's
current fees and the recommended 8% fee increase are compared. In both scenarios,
Dubuque's fees remain competitive with the other large cities and to the average. The
highest base fees charged for each type of application are identified.
BUDGET IMPACT
The Planning Services Department has a self-supporting guideline of 40.7% in FY2018.

The FY2019 recommended expenses for the Development Services Activity total
$464,000. The FY2019 recommended revenues from Development Services fees is
$37,988 or approximately 8.2% of FY2019 expenses.
Planning Services staff is recommending that existing Development Services fees be
increased by 8% to reflect actual processing costs based on FY2019 wages and
benefits. These fees were last increased in FY2015.
With 8% fee increase, the expected annual revenue from Development Services fees
would increase by approximately $5,861, reaching about 10.6% of FY2019 expenses.
With the 8% increase, the Special Exception fee would rise to $144. Matching this fee,
the new $144 Design Review fee would be result in FY2019 revenue of $2,160.
RECOMMENDATION
Planning Services staff recommends approval of the attached resolution and supporting
documentation for FY2019 Planning Services Department fees.

RESOLUTION RESCINDING RESOLUTION NO. 70-14, ESTABLISHING ASCHEDULE
OF DEVELOPMENT SERVICES FEES, AND ADOPTING IN LIEU THEREOF A NEW
SCHEDULE OF DEVELOPMENT SERVICES FEES AS PROVIDED IN TITLE 16 OF THE
CITY OF DUBUQUE CODE OF ORDINANCES, UNIFIED DEVELOPMENT CODE
Whereas, the City Council of the city of Dubuque, Iowa establishes by resolution certain
fees for development services pursuant to the Unified Development Code, pursuant to the
attached schedule of Development Services Fees for the Planning Services Department.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Resolution No. 70-14 and its Schedule of Fees is hereby rescinded
effective July 1, 2014.
Section 2. That the attached Fee Schedule for the Planning Services Department is
hereby approved.
Section 3. That the attached Fee Schedule shall take effect on July 1, 2018.
