INTRODUCTION
I am transmitting the Development Review Process Overview for City Council review, as
requested.
BACKGROUND
In the Development Services activity of the Planning Services Department, our intent is to
facilitate review of applications for projects that range from multi-family, office, commercial,
institutional, and industrial developments while meeting community goals through an open,
transparent process.
Planning Services facilitates weekly meetings of the interdepartmental Development Review
Team, initiated in 1990. Development approval can take as little as 7 days with this Team
meeting with owners, developers, engineers, architects, and design professionals to review
proposals in the context of all relevant City Codes. Core team members are from the Planning,
Building, Engineering, Water and Fire Departments. Other departments participate as needed.
DISCUSSION
Refinements of the development review process were approved in 2017 as part of the City
Council's 2016-2018 Management in Progress goals& priorities.We incorporated those
refinements into the Development Review Process Overview. Based on recommendations from
Development Review Team members, Planning Services staff incorporated the internal flow
chart for new construction and expansion projects with descriptive text.
On the flip side, we updated the chart for where to start the development review process for
different types of projects.We also updated listings of city, state, and private utilities and other
resources with help from our Development Review Team members and Greater Dubuque
Development Corporation (GDDC).
This Development Review Process Overview has been distributed to the 40 people who are
notified of the agendas for the Development Review Team meetings. This information also has
been posted on the Planning Services and Building Services webpages. For more information,
