A written request has been received from Flexsteel Industries, Inc. to rename Partners
Road to Flexsteel Way in conjunction with the relocation of the company's existing
manufacturing facility on Jackson Street to the Dubuque Industrial Center South.
Flexsteel Industries, Inc. is the first company to purchase a lot on Partners Road so the
proposed name change will not impact any other property owners, residents, tenants or
businesses.
Planning Services Manager Laura Carstens recommends City Council approval of the
request by Flexsteel Industries, Inc. to rename Partners Road to Flexsteel Way.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo transmits a written request from Flexsteel Industries, Inc. to rename
Partners Road to Flexsteel Way in conjunction with relocation of the company's existing
manufacturing facility on Jackson Street to the Dubuque Industrial Center South.
Enclosed are location maps and a resolution supporting this request.
DISCUSSION
Changing the names of streets in the City of Dubuque requires adoption of an ordinance
by the City Council. There are several initial steps that the applicant must take prior to
submitting a request for changing a street name.
Historical Significance
The City Council wants historically used street names to be retained when possible.
Therefore, the City requires that the applicant research any historical significance of the
existing street name. Partners Road is a new street named in February 2014 with the
City Council's approval of the Final Plat for Dubuque Industrial Center South First
Addition. There is no historical significance.
Review by Emergency Services
Dubuque County and City of Dubuque emergency services seek to avoid duplication of
similar sounding names, and to ensure that the street name is used easily during an
emergency. These agencies must review and provide a recommendation on a proposed
street name change prior to City Council action on the request. This review has been
completed, and there are no concerns with the proposed renaming.
Notification
It is the policy of the City of Dubuque that the applicant may be required to notify and
obtain support from impacted affected property owners, residents, tenants, and
businesses before the City Council grants a change in a street name. There are no such
affected parties, as Flexsteel Industries, Inc. is the first company to purchase a lot on
Partners Road.

If the City Council changes the name of a street shown on an official plat, notice of the
change must note the name or designation of each official plat affected and must then
be filed with the Dubuque County Recorder, Auditor, and City Assessor. It is the policy
of the City of Dubuque that notification of a street name change also is provided to the
U.S. Postal Service, utility companies, and Dubuque County and City of Dubuque
emergency services.
RECOMMENDATION
Planning Services staff recommends City Council approval of the enclosed resolution
supporting the request by Flexsteel Industries, Inc. to rename Partners Road to
Flexsteel Way.

Dear Mayor Buol and City Council:
As you are aware, Flexsteel is in the process of constructing a new manufacturing facility in the Dubuque
Industrial Center South. Our investment, including the relocation of our existing manufacturing facility
on Jackson Street and the sale of that property, would not have been possible without the collaboration
of many parties, including the City of Dubuque.
As we continue with our investment of $28,000,000 to construct the 250,000 sq. ft. facility at the corner
of Seippel Road and Partners Road, we are reviewing the ease of which our employees, suppliers and
guests can locate the facility. With that in mind, we respectfully request the City Council approve changing
the existing street name of Partners Road to Flexsteel Way.
In reviewing this request, please note that Partners Road is relatively new and has no historical
significance. Additionally, the street has no other residences or businesses fronting the street. Finally, the
proposed name of Flexsteel Way will not duplicate any other similar name in the City of Dubuque or
Dubuque County.

Whereas, the City Council has approved the Final Plat of Dubuque Industrial Center South First

Whereas, said Final Plat has been recorded as File Number 2014-00001397 as shown on
attached exhibit; and
Whereas, upon said Final Plat appears a street to be known as Partners Road, also known as
Lot C; and
Whereas, the City Council desires to change the street name to Flexsteel Way.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Partners Road, also known as Lot C, is hereby renamed Flexsteel Way; and
Section 2. That the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon such changing of a street name, and to file notice of
the change with the Recorder, Auditor, and City Assessor of Dub • ue County, Iowa.
