Minutes City Conference Bd 2 19City Conference Board Meeting Feb. 19, 2003 In accordance with the provisions of Chapter 441.16 of the 2001 Code of Iowa, the Dubuque rdth City Conference Board met in Carnegie Stout Library Auditorium on 3 Floor, 260 West 11 Street, Dubuque, Iowa at 4:00 p.m. The purpose of the meeting is the presentation and explanation of the Dubuque City Assessor’s budget for fiscal year 2003. Meeting was called to order by Mayor Terry Duggan at 4:00 p.m. Roll call was taken. Those present were: City Council: Mayor Terry Duggan, Tele-conference Joyce Connors John Markham Ann Michalski Dan Nicholson School Board: Donna Bauerly Karen Behr Supervisors: Eric Manternach Donna Smith Jim Waller Also present were City Assessor, Rick Engelken and Deputy Assessor Kim Reittinger. A motion was by Ms. Michalski and seconded by Mr. Waller to approve the minutes of January 21, 2003 City Conference board meeting. All members present voted “Aye”. Motion carried. Mr. Engelken then made presentation of the 2003-2004 proposed City Assessor’s Budget. Mr. Engelken explained the differences in the expenditures for 2001 – 2002, budgeted and estimated expenditures for the 2002 – 2003. Mr. Engelken is reducing the office supplies and postage fund. The Board of Review fund did double this year due to the fact that this is a State Equalization year, so there will be two Board of Review sessions this 2003 – 2004 year. The printing fund has increased, this is because the reappraisal is coming to and end and each property owner will be notified. Mr. Engelken is requesting 5% pay increase for himself and his deputy based on a salary study of the largest 19 assessor’s offices in Iowa. Discussion was held on the proposed budget. Ms. Smith made a motion to reduce the Assessor and the Deputy’s increase from 5% to 3%. Mayor Duggan seconded the motion. Members voting “Aye” were Mayor Duggan, Mr. Markham, Ms. Behr and Ms. Smith. Members voting “Nay” were Ms. Connors, Ms. Michalski, Mr. Nicholson, Ms. Bauerly, Mr. Manternach and Mr. Waller. The City Council 3 “Nay” and 2 “Aye” which would be no to the 3%, the School Board voted 1 “Aye” and 1 “Nay” and the Supervisors would be 2 “Nay” and 1 “Aye”, so that motion did not pass. Mr. Nicholson made a motion Ms. Bauerly seconded the motion to accept the 5% pay raise. Members voting “Aye” were Ms. Connors, Ms. Michalski, Mr. Nicholson, Ms. Bauerly, Mr. Manternach and Mr. Waller. Members voting “Nay” were Mayor Duggan, Mr. Markham, Ms. Behr and Ms. Smith. Two units voted “Aye”. That motion carried. Ms. Smith made a motion and seconded by Ms. Michalski, to reduce the continuing education portion of the budget by $2,200. All members present voted “Aye”. Motion carried. Mr. Markham made a motion and seconded by Mr. Nicholson to approve the rest of the budget as submitted for publication. All members present voted “Aye”. Motion carried. th Mr. Waller made a motion and seconded by Mr. Nicholson to meet on Friday March 14 in the Supervisor’s Chambers of the Court House at 4:00 p.m. for the purpose of a public hearing on the city assessor’s budget. All members agreed. Next on the agenda is the collective bargaining agreement. Mayor Duggan said he has talked to Mr. Ganshirt, the conference board negotiator and he is hoping to settle the contract soon. The collective bargaining contract is not available at this time. The reappraisal is next on the agenda. Cole Layer and Trumble will turn over their records to the city Assessor’s office in May of 2003. The City Assessor’s office is planning on sending out questionnaires this summer to all residential property owners. This is to correct any errors. In January the public will receive their values, in February Cole Layer and Trumble will hold informal hearings. Then in May the Board of Review will hold their session. Being there is no further business Mr. Nicholson made a motion to adjourn. Ms. Smith seconded the motion. All members present voted “Aye”. Motion carried Meeting adjourned at 4:56 p.m.
