INTRODUCTION
The purpose of this memorandum is to set a Status of Funded Activity (SOFA), public
hearing as required by lowa Economic Development Authority (IEDA) contract and &
CDBG regulations. This memorandum requests the City Council set a public hearing at
the City Council meeting on April 2, 2018 at 6:00 p.m.
DISCUSSION
As a requirement set forth by Section 508 of the Housing and Community Development
Act of 1987 requires local governments to have a public hearing on the status of a funded
activity during the project regarding CONTRACT #13-NDRH-001 For Community
Development Block Grant, National Disaster Resilience (CDBG-NDR) Housing Grant.
Locally known as the Bee Branch Healthy Homes Resiliency Program (BBHH).
RECOMMENDED ACTION
I recommend that the Status of Funded Activities CONTRACT #13-NDRH-001 For
Community Development Block Grant, National Disaster Resilience (CDBG-NDR)
Housing Grant public hearing be scheduled at the City Council meeting on April 2,
2018.

A RESOLUTION SETTING A PUBLIC HEARING ON STATUS OF FUNDED ACTIVITIES -
CONTRACT #13-NDRH-001 FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT,
NATIONAL DISASTER RESILIENCE (CDBG-NDR) HOUSING GRANT
WHEREAS, THE CITY OF DUBUQUE, Iowa by and through its Housing & Community
Development Department, as required by Section 508 of the Housing and Community
Development Act of 1987 requires local governments to have a public hearing on the status
of a funded activity during the project; and
WHEREAS, an interest by the City in the various parcels of real estate which have been
rehabilitated or repaired under the eligible activities provided through the Iowa Economic
Development Authority Community Development Block Grant National Disaster Resiliency
Grant (Contract #13-NDRH-001) and other applicable standards via grant funding received
from the U.S. Department of Housing and Community Development.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:00 p.m. on April 2, 2018 for
the purpose of holding a public hearing and taking action to include the Status of Funded
Activities CONTRACT #13-NDRH-001 For Community Development Block Grant, National
Disaster Resilience (CDBG-NDR) Housing Grant.
Section 2. That the City Clerk be hereby authorized and directed to publish a notice of
such public hearing and the City Council's intent to review and take action on the Status of
Funded Activities CONTRACT #13-NDRH-001 For Community Development Block Grant,
National Disaster Resilience (CDBG-NDR) Housing Grant.
Passed, approved and adopted this 19th day of March 2018.7

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, lowa will
hold a public hearing on Status of Funded Activities CONTRACT #13-NDRH-001
For Community Development Block Grant, National Disaster Resilience (CDBG-
NDR) Housing Grant at the City Council meeting on April 2, 2018 at 6:00 PM.
The scope of the Project is as follows:
• Improve eligible housing units to mitigate past water intrusion
damage reduce risk for future damage from flooding and water
intrusion.
• Home advocacy services provided to each occupant in participating
unit properties.
Written comments regarding the above public hearings may be submitted to the
City Clerk's Office on or before said time of public hearing. At said time and place
of public hearings all interested citizens and parties will be given an opportunity
to be heard for or against said proposal.
Any visual or hearing-impaired persons needing special assistance or persons
with special accessibility needs should contact the City Clerk's office at (563)
589-4100 or TDD at (563) 690-6678 at least 48 hours prior to the meeting.
