Mayor Jaeger stated that this is
the regular adjourned session of the
regular session of September 7th,
1936, for tha purpose of acting up•
on such business as may properly
come before a regular meeting of
the City Council.
Proof of publication, certified to
by the publishers, of the notice of
a public hearing upon a proposal
to amend and change the Zoning
Map as the same applies to certain
districts provided for therein as fol-
lows:
By changing from "Two-Family
Residence District" to "Multiple-
Family Residence District" lots No,
7 to 18, both inclusive, and that
portion of Lat No. 19 now included
within "Two-Family Residence Dis-
trict," all in Reche's Subdivision;
that portion of Lot 1 of 1, now in•
eluded within "Twe-Family Resi-
dence District;' and Lots 2 of 1, 2,
3, and Lot 2 of the Sub of 4 and 5,
and 1 of 1 of 6, and 2 of 1 of 7, and
2 of 8, 9, 10, 11 and 12, all in Mar-
heiser's Subdivision; and Lot 1 of
Schwind's homestead.
By changing from a "Two-Family
Residence District" to "Business Dis-
trict" the east sixty-eight feet of the

Gentlemen: The officials of the
City Water Department are happy
to advise you that the last river
cross-connection to the city water
supply has recently been finally
eliminated- Today we received from
Mr• A. H. Wieters, Director, State
Department of Health at Des Moines,
an agreement authorizing the City
to purchase and erect the designated
state water approval signs to be
placed on all highways approaching
the city at the various city limits.
Mr. Wieters has also recommended
to the- U. S., Public Health Service
a ful•1 certification of the Dubuque
water supply for use by common
carriers engaged in interstate traf-
fic- This applies to railroads and
will definitely help our railroad com•
ponies at Dubuque by granting them
the right to usE our city Nater on
coaches and trains entering other
states,
The fact, that no, river piping is
now connected to our water mains
at any industry, will certainly pro,
tact, more efficiently, our citizens of
Dubuque- The• fear was always that,
if river water were pumped to a
high pressure in any plant, the river
water might enter our mains and
force the lower pressured city wa•
ter back farther in said mains from
this plant, and a few, or many, local
residents, or industries, would then
have the river water discharged
through their own spigots. This con-
dition might have possibly created
fever and other bad health r•e~sults,
especially in case of a fire at any
plant where the river water was
available.
Prom now on all new provisions
shall be investigated and no city
service will be provided in case of
any direct river connection.

Gentlemen: The' last complete
yearly report of the City of Dubuque,
as printed, was issued in May of
1924 by Mr. 0. E. Carr, Since this
date, no reports have been combined
and made available for many rep
quests that are received practically
each week, as to our city activities,
results, finances and other condi•
tions of Dubuque,
An annual report should include
a brief outline- of activities and ac•
complishments by the City Council
and by each department, board, and
commission of the city. In my for,
mar position, as City Manager at
Painesville, Ohio, a regular yearly
report was made each year. Cer•
tain Iowa cities are also mailing
copies each year of their results and
many copies are also received from
cities of other states.
In order to provide full inform~-
tion as to present conditions, as com•
pared to conditions of contain prior
years, and to furnish ne~v inform~~
Lion to financial organizations, to in•
dustries considering coming to Du•
buque and to many individuals in•
terested in the City of Dubuque, the
City Manager recommends that au•
thority be made by the City Coun•
Gil to havE a definite outline and
complete statement prepared and
the same to be printed and ready
for ,distribution after the close of
our 1936.37 Sscal year, which ends
March 31, 1937.
The size of this report, including
as many pictures as passible to se-
cure, would not likely exceed 60
pages. Costs of the printing of pos•
sibly 300 copies would be likely from
$200 to $300•
In case of your authorization of
this complete printed type of report,
arrangements can be made in a short
time' as to proceedure, outlines, etc-,
and the entire report should be fln•
fished and ready for distribution by
June, 1937. Of course, the entire
outline should be analyzed and ap-
proved by the City Council, prior to
printing, as is done in other cities~

Whereas, the Midwest Antiquarian
Association is a corporation of Iowa
organized not for pecuniary profit
but rather far the cultural develop-
ment of the citizenry of the City of
Dubuque through the maintainance
of a museum devoted to the dis-
semination of knowledge of history,
art and science; and
Whereas, by supporting the ob-
jects and purposes of said associa-
tion the lofty position which the
City of Dubuque occupies as an edu-
cational center will be strengthened
and advanced and our people will
be benefited accordingly; and
Whereas, the need far such an
institution, as a supplement to our
school system, to our public and
private libraries, and to our com-
munity efforts is recognized by lead-
ers in our cultural, educational, civ-
ic and public life; and
Whereas, the objects and purpos-
es of said association are promoted
and sponsored through gifts and do-
nations to said association and mem-
berships therein, and
Whereas, the City of Dubuque,, as
a municipal corporation, by becom-
ing alife member of said associa-
tion, can be of great assistance in
the development of the objects and
purposes of said association and
thereby advance the general welfare
of its people: Now, therefore,
Be it resolved by the City Coun-
cil of the City of Dubuque that said
City of Dubuque secure a life mem-
bership in said association for the
sum of one hundred dollars
($100.00), said membership to be
paid far from miscellaneous receipts
of said city not otherwise appre-
priated,

Meeting called by order of Coun•
cilmeu Kane and Chalmers.
Mayor Jaeger read the cal] and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of levying a
special assessment to pay for the
cost of paving •Bluff Street from the
north property line of West Third
street to the south property line of
West 8th street and acting on any
other business as may properly
come before a regular meeting of
the City Council.
Resolution No. 113-36. Whereas
it is deemed for the best interest
of the City of Dubuque that the Mu-
nicipal Airport be leased fora per-
iod of five (5) years to Dubuque Air-
ways, Inc., a corporation of Iowa
having its principal place of busi-
ness at Dubuque, Iowa, upon such
terms and conditions as have been
incorporated in a written lease, such
lease having been prepared and is
uow on file in the office of the City
Clerk, Now, Therefore,
Be It Resolved by the City Coun-
cil of said city that said lease be,
and the same is hereby approved,
and the Manager and Clerk are
authorized to execute the same on
behalf of said City of Dubuque.
Be It Further Resolved that this
Resolution and the Contract of
Lease referred to remain on file in
the office of the City Clerk for Pub-
lic inspection for at least one week
before final action is taken thereon.

Resolution No. 115-36
Whereas, the contract heretofore
entered into by the City of Du-
buque for the improving of Bluff
Street, hereinafter described, has
been completed and said improve•
meat has been accepted by the City
.Council of said City and the City
Engineer has computed the cost and
expense thereof to be $14,960.93.
And wltereas,, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds
to pay the cost of said improve•
ment and a public hearing has been
held pursuant thereto, and all ob-
jections filed thereto have been con-
sidered and determined.
Now, therefore, be it resolved by
the City Council of the City of Du-
bttque that to provide for the coat
of the' paving of Bluff Street forty-
one (41) feet wide including curbs
from the north property line of West
3rd Street to the south property
line of West 8th Street there be
issued Improvement Bonds to the
amount of $14,960.93.
Said bonds shall be isued under
the provisions of Chapter 311 of
the Code of Iowa, 1927, which bear
date as of the 14th day of October,
1936, shall be in denominations of
$500.00 except that there shall be
one bond to the amount of $460.93.
Tltey shall be numbered from 3727
to 3756 inclusive and shall be di-
vided into ten series of which the
bonds numbered 3727, 3728 and 3729
shall constitute the first series and
shall be payable the fitst day of
April, A.D., 1937; the bonds num-
bered 3730, 3731 and 3732 shall con-
stitute the second series and shall
be payable the first day of April,
A. D. 1938; the bonds numbered
3733, 3734 and 3735 shall constitute
the third series and shall be payable
the first day of April, A. D, 1939;
the bonds numbered 3736, 3737 and
3738 shall constitute the fourth ser-
ies and shall be payable the first
day of April, A. D. 1940; the bonds
numbered 3739, 3740 and 3741 shall
constitute the fifth series and shall
be payable the first day of April,
A. D. 1941; the bonds numbered
3742, 3743 and 3744 shall constitute
the sixth series and shall be pay-
able the first day of April, A. D.
1942; the bands numbered 3745, 3746
and 3747 shall constitute the sev~
enth series and shalt be payable
the first day of April, A. D. 1943;
the bonds numbered 3748, 3749 and
3750 shall constitute the eighth ser-
ies and shall be payable the first
day of April, A. D. 1944; the bonds
numbered 3751, 3752 and 3753 shall
constitute the ninth series and shall
be payable the first day of April,
A. D. 1945; the bonds numbered
3754, 3755 and 3756 shall constitute
the tenth series and shall be pay-
able the first day of April, A. D.,
1946.
Said bonds shall bear interest at
the rate of five pet• cent per annum
which interest shall be payable semi-
annually, in accordance with the
terms of the ceupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.

five per cent per annum, payable
- on the presentation and surrender of
the interest coupons hereto attached,
both interest and principal are pay-
- able at the office- of the City Treas•
- urer in the City of Dubuque in the
State of Iowa. This bond is issued
by the City of Dubuque pursuant
to and by virtue of Chapter 311 of
- the Code of Iowa, 1927, and in ac•
cordance with a resolution of the•
- City Council of said City, duly pass-

1930. This bond is one of a series
of 30 bonds, 29 for $500.00 numbered
from 3727 to 3755 inclusive, and one
for $460.93 numbered 3750, all of

- abutting or adjacent property, and

only out of the money derived from

other purpose. And it is hereby

acts and conditions and things re-

Gentlemen: In regard to the ques-
tions discussed last week by the
City Council pertaining to the- re-
moval of street car tracks by the
Interstate Power Company, an out-
line of the conditions includes:
Ordinance No. 15-1932, finally ap-
proved and passed July 12th, 1932,
including:
"Paragraph 247-Section 2. Re•
quiring ImmediatE Removal of Poles,
Wires, Switches, Passing Tracks,
Etc." These requirements have been
completed.
"Paragraph 24E-Removal of Oth-
er Tracks. Section 2-A, Rails,
woodem ties (unless said wooden
ties are laid on and encased ih con-
erete), and other track facilities now
located in asphalt and brick pave-
ments shall be removed by said In•
terstate Power Company, its success-
ors and assigns, at its -expense, with-
in five years from the 1st day of
June, 1933 (or by Juno 1st, 1938).
Such work shall be distributed pro-
portionately over such five year per-
fad, the right being expressly re-
served by the City Council of Du-
buque to designate the streets from
which such -equipment shall be re-
moved in each year. Rails and ties
now placed in E=xisting concrete
streets shall be permitted to remain
until such time as danger to vehictt•
lar traffic shall require removal of
the same and this removal shall be
performed at the expense of tns• In-
terstate Power Company, its success-
ora and assigns."

3. Another condition apparently
not definitely covered by the 1932
ordinance included the sealing over

prior to this ordinance as adapted
in 1932. The condition here is still
fair and not dangerous, as repairs
are made each year, but certain re-
pairs must be made shortly.
4. Single tracks, not yet removed,
or repaved and which must be fin-
ished by June 1st, 1935, are:
On Julien Avenue, from Alpine to
Delhi Streets, two-tenths of a mile.
On Delhi Street, from Julien Av-
enue to Asbury Street, seven•tenths
of a mile•
On Asbury, St. Ambrose and Sem-

(2) Asbury, St. Ambrose and
Seminary Streets on Route No. 20,
or
(3 Julien Avenue and Delhi
Street, which two streets are heavy
traffic highways for city use.

sulation Company for approximately
a four and one-third year period,

Kretschmer was contacted today
Mr. Kretschmer stated that the op-
tion could be reduced to January
1, 1939, which is now less than
two and one-third years.
Accordingly, the Maizewood Insul-
aticn Company desires an option on
city owned property, to January 1,
1939, for the west 124 feet of Lots
1 and 2 of Block B and Lot 1 of
Block C; also the entire portion of
Lot 2. of Block C of the Industrial
subdivision, west of the Maizewood
plant. The requested rate' of sale for
this property is at $.10 per square
foot which is on the same basis as
F.he original 1927 option for this
same portion of property, of which
certain land was purchased and the
above mentioned sections were re•
leased at the expiration date of said
option,
The belief is that the Maizewood
industry will increase in size.

Dubuque, Iowa.
Gentlemen: On September 8th,
1936, Mr. Frank E. Smith, who lives
west of Fremont Avenue, made an
appeal to the City Council to es•
tablish and authorize a name for a
20 ft. wide lane on which his house
and another house face. This lane
is approximately parallel to and 400
ft. west of Fremont Avenue and is
also about the same distance from
Ste~tmore Street which street is still
west of the lane and at the valley.
Due to the fact that only one
present lane, and no other street is
parallel and between these two city
streets, approximately 800 ft. apart,
and since this is a high class area
for future homes, it would seem that
this lane should be named. In the
future it may be necessary to widen
this 20 foot lane. This lane was
improved about three years ago by
Federal aid and is available for
many new homes now. The length
of this present lane is 856 feet be•
tween Dodge and St. Joseph Streets.
Also south of St..Joseph Street there
is a 50 foot wide unnamed street
extending to Marion Street and par-
allel and in line with the lane, but
this street, also, should have the
same name as the lane, so requested.
Mr. Smith's first suggestion for the
new. name of the lane in front of
his home includes "Wildwood Lane."
Another of his suggested lane names
was "Meadow"•
A question that is serious would
be that if a new name were author
ized for a Present 20 foot wide alley
or lanE, the new name would not
be known far many years until our
maps, etc., could be revised. A
point that the writer wishes to state
is that in certain other cities a
lane or alley parallel to a street is
designed as the same name as the
street. For instance, this lane could
be named "Lane, West of Fremont
Avenue" and then persons could
realize exactly where this location
would be even though nc maps were
available at present. This theory
could apply to any alley or lane
in the future. The house number
of the lane could be exactly similar
to the number on Fremont Avenue.
We desire your opinion and de-
cision an this question to help Mr.
Smith and his neighbor as quickly
as poseible.

from his home. The special assess-
ment on these three lots was for
the Bm•lington Street Sanitary Sew-
er project, No. 910,, levied on April
6, 1931, The assessment principal
on each of these three lots, viz. 32,
33, and G2, was $95.67 per lot, or a
- total principal of $287.01. None of
the principal has yet been paid on
this assessment.
On April 6, 1986. Mr. Holz advised
in his letter, that if no reduction
- were made at lEast on his two va-
cant lots, he would be required and
= forced to default said two vacant
lot payments and revert the same
to the city, About two months later
the writer went to his home and
discussed the question with him and
with Mrs. Holz, This family is in
serious debt condition due to injur-
ies to the husband and severe sick-
ness of Mrs, Holz in recent years.
No possible condition could bE prom-
ised by them at that time to make
any payments on delinquent taxes
or assessments.,
On September 9, 1936, Mr. John P.
Trausch, the employer of Mr. Holz,
came to the City Hall and made
the following promise:
"That Mr. Trausch would agree to
advance cash and pay to the County
Treasurer, when authority ft•om the
-_ City Council, 100% of the principal
of the special assessments of these
_ two vacant and ons~ home lots, in
the amount of $287.01. He stated
= that due to the low value of the
two vacant lots, due to the large
amount of debts owed by this family
- and absolute inability of the fam-
- ily themsElves, now, to pay these
= special assessments, that no interest
or penalty would be paid on his
agreement to assist this family at
- this time."
-_ In case the City Council will agree
to accept this total principal of
- thesE three separate lots and elim-
mate the interest and penalty on
said lots, Mr. Trausch will shortly
submit the $287.01 to the County

Mrs. Olive L. Leiser, Route No. 1,
Sageville, Iowa, made an appeal

City Council of Dubuque for con-
sideration of her paying the entire
amount of an assessment included
in Fund No, 927 for the paving of
Locust Street as levied against Sub.
9 of D. N. Cooley's Sub., Lot 3. This
project was levied on December 14,
1931. The entire principal- on this
levy was $203.95. Mrs. Leiser now
offers to pay the principal, equal
to $203.95, plus $25.00 for interest
which is slightly less than 50% of
the total interest thus far. Mrs.
Leiser states that this is the only
possible amount that can be paid
at this time to eliminate this assess-
ment, interest and penalty. Prior'
to this time no Aossible chance has
been available to pay this assess-
ment,
The writer suggests serious con-
sideration toward receiving this total
amount of assessment on the basis
of an additional $25.00 which is a

Mrs. Nellie White, who lives at 716
Rose Street, made a separate appeal
to be presented to the City Council
that if she would pay the final 1-10
of the principal for the assessment
on her property, designated Lot 6
of Cummings Sub., that was due
on March 31, 1932, to the amount
of $18.48 for the paving of Rose
Street, that she `vould try to pay
the delinquent principal alone with-
in amonth, or by October 15th.
Mrs. White stated that she had
been assessed very heavily for pav-
ing of Walnut Street; that her hus-
band has been dead for several
years and that until thus far she
had never had the chance of pay-
ing this last 1.10 of the principal
on this special assessment.
Rose Street was levied on August

Gentlemen: An appeal was made
September 14th by Mr. Frank Fury,
who lives at 2508 Lincoln Avenue,
to be permitted to pay the principal,
only, on the sanitary sewer project
No. 510 in Eagle Point District. This
levy was made on April 7, 1924. The
9th assessment, which equals $8.10,
has been delinquent since Ivlarch 31,
1932 and the last assessment, which
equals $8.10, has been due since
March 31, 1933,, or, in other words,
the total amount of the assessment
still unpaid equals $16.20.
Mr. Fury is badly crippled with
sciatic rheumatism and is unable
to work. He cannot pay any in-
terest or penalty on this, but he
hopes that if the authorization is
made by the Council to permit him
to pay the principal, only, on these
still unpaid assessments, he will be
able to pay the same by December
15, 1936.

WHEREAS, it is deemed advisable
by this Council to amend the Zoning
Map of the City of Dubuque provided
for by Ordinance No. 3-34 designated
as "Zoning Ordinance of the City of
Dubuque" so as to change to Multiple-
Fautily Residence District and to Busi-
ness District certain defined territory
now delimited as Two-Family Resi-
dence District;
WHEREAS, notice oP such proposed
changes has been published as provided
by law, and an opportunity has been
afforded to all interested parties to ob-
ject thereto at a public meeting to be
held on September 8, 1936; and

Improvement Bonds of the City of
Dubuque and these bonds are in the
hands of the City Treasurer; and
Whereas, it is necessary to con-
vert such investment into cash in
order to have available for the pay
ment of outstanding Refunding
Bonds when the same become due
and payable; and
Whereas, the White-Phillips Com-
pany proposes to purchase such Spe-
cial Assessment Bonds and have of-
fered therefm• par and accrued in-
terest, which proposal is deemed
fair and reasonable: Now, There-
fore
Be it resolved by the City Coun-
cil of the City of Dubuque that the
proposal of the White-Phillips Com-
pany far the purchase of said bonds
be, -and the same is hereby accepted,
and the Treasurer is instructed to
surrender such bonds to the White-
Phillips Company upon the receipt
of cash in the principal amount of
said bonds together with accrued in-
terest, and the money thus received
to be placed in the Sinking Fund
and be available for the put•poses
