Gentlemen: Regarding the petition of Edward P. Ellwanger, Sr., which was referred to me far investiga- tion and report beg to advise that thet•e are three (3) delinquent in- stallments for the improvement of Elm Street as follows: Payment of 1932 ........................ $12.20 Interest ........................................ 1.83 Payment of 1933 .......................... 12,20 Interest ........................................ 1.22 Payment of 1934 ........................ 12.2'0 Interest ..................................:..... .61 The penalty on the above mention- ed installments amounts to $4,78. I called Mr. Ellwanger into the office the other day and learned Prom him that he wants to pay the three delinquent installments without pen- alties and interest and the County Treasurer to be advised accordingly. Respectfully submitted, OTTO P'. PULS, City Treasurer. Councilman Thompson moved that Mr. Edward P. Ellwanger, Sr.; .be granted permission to pay the de- linquent assessments, against t-te southerly one-half of Lot 174 East Dubuque Addition, plus interest charges and the penalties on said assessments to be exempted and tfie City Treasurer instructed accord irigly. Yours very truly, R. M. EVANS, City Manager. Councilman Thompson moved that the reports be received and placed on file. Seconded by Councilman Schiltz. Carried by the following vote; Yeas-Mayor Kane, Councilmen Andelfinger, Jaeger, Schiltz and Thompson. Nays-None, tlpril 11, 1934. To The Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: At the Council meet- ing of March 17, 1934 a petition re• questing a new street light at Bur- lington and Primrose Streets was referred to the Manager for report. Accordingly; please be advised as follows: Burlington Street, which is par- allel and west of Muscatine Street, is approximately 3 blocks long, has li families on the street and has no street ]fight on the entire street. Primrose Street is also 3 blocks long and is without a street light, In this district present street lights are provided on Muscatine Street at both National and Sabula Streets. Primrose Stt•eet is parallel to and about half•tivay between National and Sabula Streets. Accordingly, it would seem that a new light at Primrose and Bur- lington would provide the greatest service in this location, It is my recommendation that a new 250 C. P, street lamp be authorized at the Tequested location. The yearly cost i 132 Special Session, April 16th, 1934 for an overhead 260 C. P. lamp is $38.00. Yours`very truly, R. M. Carried by the following vote: Yeas-Mayor Kane, Councilmen Andelfinger, Jaeger, Schiltz and Thompson, Nays-None. April 7, 1934. To The Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: Concerning the offer of Mr. Fred Hertner, of 2456 Roose• velt Street for the purchase of the lot on Roosevelt Street adjacent and southeast of his home for $26.00 which offer was made at the Council meeting March 27, 1934 and referred to the writer for report, please be advised as follows: This lot is designated Lot 2 of Peil's Sub.; is located on the south- west side of Roosevelt Street; the ]at fronts 50 feet on Roosevelt Street and is 100 feet deep. This lot was acquired by the City September 2, 1921 by tax sale, Up to March 31, 1931, total -unpaid as• sessments and unpaid taxes against this lot amounted to $219.99. The new paving assessment levied against the same thin year is also $159.4,0, less the 30% grant. The contour of this lot is rather steep. The elevation of the ground at the rear is about 25 feet above the level of the curb. However, other homes in this section have been erected on land nearby as steep, by the method of the 11,E story type of construction, The writer's ,firm belief is that this lot, on a modern paved street, is certainly worth more than $26.00 and since unpaid assesamente in ex• teas of $200.00 are held by the City, it is my recommendation that the offer to purchase this lot for $26.00 be rejected. The attached application of John B. Wessinger, dated March 16, 1934, which was referred to the writer by the City Council on March 19th. for investigation and report, has been carefully checked, I find that Mr. Wessinger has been granted a free license during 1931, 1932 and 1933. He ie a World War veteran; was not injured in service, but contracted arthritis. In 1931 hie skull was fractured by reason of a farm accident, He is still not able to do heavy work. Since the last license was granted to the applicant, an additional child has been born and now the applicant bas six de• pendenta, The Soldiers' Relief, which amounted to $2.70 per week, has also been cancelled, His total assets are around $1,000.00.
