SUBJECT: PEG Fund Request

Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of$7,900 for the
City of Dubuque to purchase a 4K (twice the resolution of HD) camcorder and related
accessories, and some wireless microphones to replace the current wireless mics
whose frequencies will soon no longer be available for such use.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to fonvard a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting yesterday, the Cable TV Commission approved a request from the City of
Dubuque for $7,900 to purchase a 4K(twice the resolution of HD) camcorder and related
accessories, and some wireless microphones to replace our current wireless mics whose
frequencies will soon no longer be available for such use.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$647,853.
RECOMMENDED ACTION
I respecffully request that the Commission's recommendation for these requests be fonvarded
to the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why::This request is for two packages:
1) A 4K camcorder package, including a shotgun microphone, two camera batteries, two SDXC cards for recording the
video, tripod mounting plates, a UV protective filter for the lens, and a Porta-Brace carrying case.
2)Wireless microphones. We recently learned that the frequency spectrum on our existing wireless mics has been sold.
It is now being shared by other uses and will not be available to use permanently in 2020. So we're requesting two
Sennheiser systems for use in field production, and one Rode block transmitter and receiver for use with our existing
handheld mics and something that we can plug into a breakout box.
Describe how the community will benefit from your request::The 4K camera gives us a higher quality camera with a
larger image to give us some flexibility in editing by allowing us a twice-HD original image to crop for final productions.
This will be especially helpful in green screen productions where we can use the original wide shot or a cropped closer
shot, making edits possible so the on-screen talent doesn't have to read the script through in a perfect take.
The microphone replacements will allow us to continue using wireless mics in situations where cables are not
ideal/possible.
