Transportation Services Director Candace Eudaley-Loebach recommends City Council
acceptance of the terms of the Incidental Use for Intermodal Facility approved by the
Federal Transit Administration and approve staff to move forward with transitioning the
Intermodal Parking Facility to unreserved at the rate of$57 per month. A portion of the
spaces on the first level will continue to be marked "short-term parking only" for
customers of Millwork District businesses. This will make 82 additional spaces available
to monthly parkers in the Historic Millwork District.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Approval of FTA Request for Incidental Use of Intermodal Parking Facility
PURPOSE
The purpose of this memo is to provide information on the approved request for incidental use
of the Intermodal Parking Facility and summarize next steps for opening additional spaces to
the general public.
INTRODUCTION/BACKGROUND
The Facility was built with an approved shared use of 200 locally-funded general parking
spaces and 92 Federal Transit Administration-funded (FTA) spaces. A major component of this
project was integrating technologies in the ramp and on transit vehicles to track and monitor
usage of the transit-funded spaces to ensure the intended use was met.
The Facility has been in operation since August 2015 and has not had more than five Park +
Ride spaces leased, and zero daily Park + Ride parking passes utilized as bus passes. There
are currently 15 customers on the waiting list for the general parking spaces.
Based on current demand, the City estimates that ten spaces should support current and up to
five years of future demand for transit-related use.
Staff reviewed FTA C 5010.1 E Section 6, Non-Transit Uses of FTA Assisted Real Property,
and requested use of 82 spaces under the following incidental use: "non-transit use of real
property that can raise additional revenues for the transit system or, at a reasonable cost,
enhance system ridership".
This request was approved on April 3, 2018.
DISCUSSION
The Incidental Use request was approved by the FTA based on the following terms:
Five Year Review
An analysis of waiting lists for parking in the ramp by permit type (transit/non-transit) will be
conducted every five years based on the date of FTA concurrence, April 3, 2018. If the number
of requests for transit-related spaces exceed the current capacity at or prior to the five-year
review, the number of general spaces would be reduced to accommodate the transit-related
requests.
Park + Ride Technoloqv and Expansion
As technology integration allows, the city will explore the expansion of the Park + Ride option
to other City-owned parking ramps and surface lots should demand increase for transit-related
parking to ensure access for all residents living in the downtown area.
Revocation
In all parking permit applications/contracts, the City reserves the right to cancel or revoke the
permit at its discretion.
Purpose and Activitv
The proposed use does not compromise the safe conduct of the intended purpose of the
transit activity intended under the original award.
Continuinq Control
The proposed use does not interfere with the Transit system's continuing control over the 92
spaces.
Market-Based Pricina and Net Revenue Allocation
Pricing will be based on the market rate for the equivalent locally-funded general parking
spaces in the Intermodal Parking Facility. Monthly permit parking is currently priced at
$57/space/month. The ramp will be changed to unreserved parking with roof gates removed
and one price for all spaces. A portion of spaces on the first level will continue to be marked
"short-term parking only" for customers of Millwork District businesses.
One third of both the operating expenses and revenues for the Intermodal Parking Facility will
be coded to a separate fund and budget activity (60553380). The net revenue must be
reserved for transit capital expenses.
BUDGET
It is anticipated that in the long-term the number of spaces sold for the ramp will increase given
the current waiting list and continued development of the District.
REQUESTED ACTION
I request that the City Council accept the terms of the Incidental Use and approve staff to
move forward with transitioning the ramp to unreserved at the rate of$57 per month.

Dear Ms. Eudaley-Loebach:
The Federal Transit Administration(FTA) received Dubuque's March 21, 2018 letter requesting
FTA review and concurrence related to incidental use of property at Dubuque's Intermodal
Facility. FTA understands that the incidental use of the Intermodal Facility, for utilization of 82
of the 92 Federally funded parking spaces, will be at the current market rate and will not interfere
with the continued transit operation of the facility and will utilize eXcess capacity of the facility.
Please be reminded that satisfactory continuing control is the on-going responsibility of the City of
Dubuque and maintenance should continue to be performed on the facility according to the
requirements identified in Dubuque's facility maintenance plan. Income received from this
incidental use may be retained by Dubuque if the income is used for eligible transit capital or
operating expenses. The City of Dubuque's incidental use request is approved.
