BACKGROUND In January 2016, the State was awarded $95.7 million in HUD National Disaster Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive $23.1 million for storm water infrastructure improvements associated with the Bee Branch Watershed Flood Mitigation Project. The infrastructure improvements are as follows: 1 . Bee Branch Railroad Culvert Infrastructure Improvements involving the installation of culverts from the Lower Bee Branch Creek, through Canadian Pacific Railway property, to the Upper Bee Branch north of Garfield Avenue; 2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation of a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the Kaufmann & Kane intersection. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right-of-way corridor. 3. 17t" Street/W. Locust Street Storm Sewer Improvements involving the installation of a 96-inch diameter pipe from the Lower Bee Branch Creek through the Canadian Pacific Railway tracks to 17th Street then to the west along 17t" Street and finally west alan� W. Locust Street tawards Angella St. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right- of-way corridor. In October of 2016, the City Council passed Resolution 362-16 authorizing the exer.,utian of the funding contract with the lowa E��nomic Development Authority (IEDA) for the City's receipt of$23,309,600.00 in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. DISCUSSION The 17th Street Storm Sewer Improvements Project is one part of the multi-phase Bee Branch Watershed Flood Mitigation Project. It involves the replacement of the existing storm sewer with a large diameter storm sewer and additional storm drains (intakes) from the Bee Branch Creek along 17th Street through Elm Street to W. Locust Street and then up W. Locust Street towards Rosedale Avenue as funding allows. This work will require the relocation and reconstruction of existing underground utilities to provide the necessary space for the larger storm sewer. It will also require the complete removal and subsequent reconstruction of the street. The 17th Street Storm Sewer Improvements Project will be constructed under multiple contracts. The first, completed in the fall of 2017, involved the construction of improvements on 17t" Street from the RR tracks through Elm Street. The 17t" Street Storm Sewer Improvements Project - Elm to Heeb ("the Project") limits will start from where the first contract left off just west of Elm Street. From there it will extend to Heeb Street, just west of Central Avenue. See attached public outreach letter. The Project involves the construction of approximately 1102 linear feet of 10-foot by 5- foot concrete box culvert (either cast-in place or precast) with cast in place connections on both the west and east ends of the project. The project also includes local storm sewer and intakes, roadway reconstruction with HMA pavement, PCC driveway, sidewalk, and curb ramp reconstruction, PCC wall, railing, and step construction, water main replacement, sanitary sewer replacement, temporary storm water management, dewatering, mobilization, electrical conduits, fiber vaults, traffic signal replacement, miscellaneous restoration, erosion control, and traffic control. The project will have internal traffic control stages to minimize the inconvenience to citizens driving through the corridor. For example, if the 17t" street and Washington Street intersection and the 17th street and Jackson Street intersection are both closed, the White Street and Elm Street will remain open to traffic across 17th Street. Subsequent contracts are under development that include improvements along 17t" street from Heeb Street to W. Locust Street and along W. Locust Street from 17t" Street towards Rosedale Avenue. These additional phases of construction will occur in 2019 and 2020. PUBLIC ENGAGEMENT The Engineering staff held a public information meeting for this project on October 24tn 2017 at the Multicultural Family Center. Several letters were sent to property owners and residents in the affected properties on the project before the public meeting and since. Engineering staff also held "office hours" so questions could be asked individually by property owners if needed. This is on the Bee Branch Flood Mitigation area of the City's website. 2 V There will be a need to acquire temporary construction easements for some properties. These easements will be acquired prior to construction. Property rights letters and related temporary easement documentation have been mailed out to property owners. The City will follow the procedures outlined with the lowa DOT in acquiring temporary construction easements. PROJECT SCHEDULE The schedule for Phase II has been developed in coordination with the owners of the properties immediately north and south of 17t" Street from Elm Street to Heeb Street. The schedule for the Project is as follows: Initiat� Fublic Bidding Process April 16, 2018 Publish Notice to Bidders, Advertise for Bids April 20, 2018 Publish Public Hearing Notice on Plans & Specs April 27, 2018 Public Hearing on Plans & Specifications May 7, 2018 Receipt of Bids (Bid Letting) May 10, 2018 Award Construction Contract May 21, 2018 Final Project Completion June 15, 2019 Subsequent phases will follow in 2019. As noted, all of the improvements for all phases must be complete by June 30, 2021. RECOMMENDATION I recommend preliminary approval of the proposed plans, specifications, form of contract, and construction estimate for the 17t" Street Storm Sewer Improvements Project - Elm to Heeb ("the Project"). I further recommend establishing the date of a public hearing and authorize the City Clerk to advertise for bids for the Project. Please read the information below to learn how this infrastructure improvement project will impact you. About The Project The 17th St./W. Locust St. storm sewer capacity improvement project is one phase of the Bee Branch Watershed Flood Mitigation Project. The purpose of the project is to increase the capacity of the storm sewer from the Lower Bee Branch Creek up 17th St. to W. Locust St. and continuing up W. Locust St. toward Kirkwood Street. A larger storm sewer and additional high-capacity storm drains will help alleviate the flash flooding frequently - - • experienced on these streets. The estimated completion of the entire project is 2021. Project Details The first phase of the project impacted the intersection of 17th St. and Elm St. which was under construction from August to December 2017. Crews built a new 12 ft. x 7 ft. concrete box culvert, relocated underground utilities, and installed high-capacity storm drains. The second phase of the project will impact 17th St. from Elm St. to Heeb Street. See map below. Construction is expected to begin in April or May 2018 and is estimated to finish in late 2018 or early 2019. Crews will continue the work they did in phase one constructing the larger concrete box culvert, relocating underground utilities, and installing high-capacity storm drains. The project will also include total street and sidewalk reconstruction. Additional phases of the project, induding project limits and schedueles, have not yet been determined.
