Sealed bids were received for the 22"d Street Storm Sewer Improvements Project — Elm
to White. City Engineer Gus Psihoyos recommends award of the construction contract
to the low bidder, Portzen Construction, in the amount of$2,548,366.71 , which is 24.7°k
under the estimate of probable cost.
The improvements will be funded using the $23.1 million in Community Development
Block Grant Program Disaster Recovery — National Disaster Resiliency funds for the
Bee Branch Watershed Flood Mitigation Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the 22"a
Street Storm Sewer Improvements Project (Elm to White).
BACKGROUND
In January 2016, the State of lowa was awarded $95.7 million in HUD National Disaster
Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive $23.1
million for storm water infrastructure improvements associated with the Bee Branch
Watershed Flood Mitigation Project. The infrastructure improvements are as follows:
1 . Bee Branch Railroad Culvert Infrastructure Improvements involving the installation
of culverts from the Lower Bee Branch Creek, through Canadian Pacific Railway
property, to the Upper Bee Branch north of Garfield Avenue;
2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation of
a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the
Kaufmann & Kane intersection. The work includes inlets and local sewer
connections to the storm sewer and the complete reconstruction of the street and
other underground utilities along the street right-of-way corridor.
3. 17�h StreetMl. Locust Street Storm Sewer Improvements involving the installation of
a 96-inch diameter pipe from the Lower Bee Branch Creek through the Canadian
Pacific Railway tracks to 17�h Street then to the west along 17�h Street and finally
west along W. Locust Street towards Angella St. The work includes inlets and local
sewer connections to the storm sewer and the complete reconstruction of the street
and other underground utilities along the street right-of-way corridor.
In October of 2016, the City Council passed Resolution 362-16 authorizing the execution
of the funding contract with the lowa Economic Development Authority (IEDA) for the City's
receipt of $23,309,600.00 in Community Development Block Grant Program Disaster
Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood
Mitigation Project.
DISCUSSION
The 22"d Street Storm Sewer Improvements Project is one phase of the Bee Branch
Watershed Flood Mitigation Project. It involves the replacement of the existing storm sewer
with a large diameter storm sewer and additional storm drains (intakes) from the Bee
Branch Creek along 22"d Street to the west up Kaufmann Avenue to Kane Street. This
work will require the relocation and reconstruction of existing underground utilities to
provide the necessary space for the larger storm sewer. It will also require the complete
removal and subsequent reconstruction of the street.
The improvements will be constructed under multiple construction contracts. The 22"a
Street Storm Sewer Improvements Project - Elm to White, ("the ProjecY'), is the first. It
involves the construction of improvements on 22"d Street from Elm Street to White Street.
See attached public outreach letter. The Project improvements include construction of
approximately 714 linear feet of 10-foot by 6-foot concrete box culvert (either cast-in place
or precast) with cast in place connections on both the west and east ends of the project.
The Project also includes local storm sewer and intakes, roadway reconstruction in either
hot mix asphalt (HMA) or Portland Cement Concrete (PCC) surfacing, PCC driveway,
sidewalk, and curb ramp reconstruction, PCC wall, railing, and step construction, water
main replacement, sanitary sewer replacement, temporary storm water management,
dewatering, mobilization, electrical conduits, fiber vaults, traffic signal replacement,
miscellaneous restoration, erosion control, and traffic control.
There are six (6) known private water service lines that are lead lines within the Project
limits. A service line typically runs from the watermain under the street to a stop-box near
the City-owned street right-of-way (ROV� property line and then continues on to a house
or building. While private, it has been the City's practice when reconstructing a street to
replace all lead service lines from the public watermain to the stop-box and leave the
segment from the stop-box to the house untouched. The City's cost to replace the lead
service line between the main and the stop-box with a copper service line is then usually
assessed back to the private property owner. In the case of the 22nd Street Storm Sewer
Improvements Project, the HUD Community Development Block Grant - National Disaster
Resiliency (CDBG-NDR) grant is covering the cost to replace private lead service lines
within the City ROW. This is all outlined to property owners during the public and individual
meetings conducted during the design phase of the reconstruction project. It is also
communicated to the property owners that they should consider replacing the remaining
portion of their lead service line from the stop-box into their house at the same time. The
City has two financial assistance programs available to facilitate the complete removal of
the lead service lines.
With the adoption of the Fiscal Year 2019 CIP Budget, $150,000 in CDBG Entitlement
funding was established for the Lead Service Line Replacement Program (CIP#260-2767).
For low-to-moderate income qualified households, the funds would provide up to a $5,000,
0°k interest, 3-year forgivable loan to replace their lead service line. For all other
households, the City will replace the lead service line to the house through a voluntary
assessment. Repayment terms are 3°k interest with a 15-year repayment period. In both
cases, the City would only perform the work if the property owner voluntarily agrees to the
loan or assessment.

The Project will have internal traffic control stages to minimize the inconvenience to
citizens driving across the corridor. For example, if the 22"d street and Washington Street
and 22"d street and Jackson Street intersections are closed for construction, White Street
and Elm Street will remain open to traffic.
Additional phases will continue along 22"d street from White Street to Kane Street on
Kaufmann Avenue. These additional phases of construction will occur in 2019 and 2020.
PUBLIC ENGAGEMENT
The Engineering staff held a public information meeting for this project on August 22, 2017
at Comiskey Park. Several letters were sent to property owners and residents in the
affected properties on the project before the public meeting and since. Engineering staff
also held "office hours" so questions could be asked individually by property owners if

website.
BID RESULTS
On April 10, 2018, the City received bids for the 22"d Street Storm Sewer Improvements
Project - Elm Street to White Street. Bidders were asked to provide two bids, one that
includes paving with hot mix asphalt (HMA) and another paving with Portland Cement
Concrete (PCC). As outlined in the bidding documents, the City outlined that award of the
contract would be based on the lowest bid, regardless of the paving surface installed. The
City received four bids for the project:

In addition to the two base bids, the City requested an alternate bid for salvaging brick
pavers that may be encountered in the street. This work would be for stockpiling pavers for
future City use. Based on the estimated quantity and bid unit cost from the low bidder, this
additional cost is $162,000. The selection of the alternate is not recommended for this
project.

Portzen Construction of Dubuque, IA, submitted the low base bid using HMA street paving
in the amount of$2,548,366.71 . This amount is 24.7°k under the estimate of probable
cost.
RECOMMENDATION
I recommend that the contract for the 22"d Street Storm Sewer Improvements Project - Elm
to White be awarded to Portzen Construction of Dubuque, IA based on their Base Bid
HMA Pavement option in the amount of$2,548,366.71 .

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 22ND STREET STORM
SEWER PROJECT - ELM TO WHITE
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the 22nd
Street Storm Sewer Project - Elm to White, (the Project) pursuant to Resolution No. 67-
18 and Notice to Bidders published on the City of Dubuque, Iowa website and plan
room service with statewide circulation on the 23rd day of March 2018.
Whereas, said sealed proposals were opened and read on the 10th day of April
2018 and it has been determined that Portzen Construction of Dubuque, IA, with a bid in
the amount of $2,548,366.71 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
