Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager `c�``�% SUBJECT: Consultant Recommendation for Valentine Park SRF Project DATE: March 20, 2018 INTRODUCTION This memo transmits for City Council approval, the recommendation for qualified consulting services to implement a $70,000 Catfish Creek Watershed State Revolving Loan Fund (SRF) award for the Valentine Park SRF project. The proposal and supplemental materials from the recommended consultant are enclosed. BACKGROUND Valentine Park is an 11-acre public neighborhood park located on the south side of Dubuque and accessed off Valentine Drive. The City of Dubuque recently acquired an 8-acre residential property adjacent to Valentine Park accessed off Cody Drive for a total of 19 acres of parkland. The Catfish Creek Watershed Management Authority manages a cost-share grant program with funding from the SRF Sponsorship Program. The Watershed Management Authority evaluates applications in terms of cost, feasibility, goals in the Catfish Creek Watershed Management Plan, visibility (public benefit), and City level of participation. Public projects with educational components are funded 100% with SRF. Management measures identified in the Catfish Creek Watershed Management Plan for Valentine Park and neighborhood concerns with stormwater runoff prompted City staff to initiate this SRF project for the entire 19-acre expanded parkland. The Watershed Management Authority approved the City's request for a $70,000 SRF award for the Valentine Park project. DISCUSSION The Valentine Park SRF Project involves installation of best management practices for the entire 19-acre expanded parkland. The SRF ProjecYs management measures include: Replant the northern half of slopes to prairie to reduce mowing/maintenance costs; bioswales to be cut into perimeter of parking lot with curb cuts; existing parking islands converted to depressed rain gardens with curb cuts, soil quality restoration and additional native plantings to naturalize unused slopes throughout the 19-acre parkland. � The Valentine Park SRF Project will remove non-native species and plant native vegetation to help control erosion by stabilizing sloped areas. Soil quality restoration and additional native plantings will reduce that contribute to stormwater runoff impacting downstream neighbors. Creating rain gardens and vegetated swales (bioswales) to capture water promotes infiltration and reduces the amount of runoff entering Catfish Creek. The City's intent is that the Valentine Park SRF Project also be a demonstration project for landowners interested in similar practices. Educational costs are funded separately from SRF. The Catfish Creek Watershed Management Authority will help promote the demonstration. The City of Dubuque solicited competitive proposals from qualified consultants to provide planning, permitting, design, construction and local engagement of neighbors and Dubuque citizens for native restoration and soil quality restoration in Valentine Park using the SRF funds. DeKalb, IL $66,400.00 n/a Sustainable Landscape Solutions Riverside, IA $61,563.75 n/a The consultant selection committee included myself and the following members: Stephen Fehsal and Jeff Ahlers, Leisure Services Department; Dean Mattoon, Engineering Department; Tony Brietbach, Finance Department; and Eric Schmechel, Catfish Creek Watershed Management Authority. RECOMMENDATION The consultant selection committee reviewed the proposals submitted by the four qualifying firms, and then ranked them. Fees were not considered until after the initial evaluation. The committee then agreed to interview the top-ranked firm, Applied Ecological Services. After reviewing the proposal, completing the interview, and conferring with references, the committee recommends Applied Ecological Services for the following reasons: 1. The project team's level of professional competence and proven track record in: Ecosystem restoration; applying for and obtaining the permits that will be required for this project; and working with native landscaping and soil quality restoration. 2. The proposed project team's experience working together on similar projects � involving a public space adjacent to private properties, dealing with landowners' encroachments into public parks, and hosting neighborhood meetings. 3. The quality of the proposal based on the: . Demonstrated understanding of the City's overall objectives; • Design approach/methodology in completing scope of service; 2 . Level of interest; . Knowledge of the project site; . Proposed schedule; . Creativity and problem-solving ability; . Ability to demonstrate initiative and motivation; and . Local economic impact. BUDGETIMPACT The $70,000 Catfish Creek Watershed State Revolving Loan Fund (SRF) award for the Valentine Park SRF project will cover 100% of the watershed management measures. The City plans to commit $5,000 in funding from the regional Parks to People plan for educational / interpretive signage about the watershed and the demonstration project. There is no direct cost to the City for the Valentine Park SRF ProjecYs watershed management measures or educational components. The proposed base fee of $45,990 and the fee with alternates of$56,335 submitted by Applied Ecological Services is well within the SRF budget, and both fees are below the fees of the other three qualifying firms. The base and alternate fees proposed by Applied Ecological Services leave sufficient funds for potential project enhancements, such as a bird and bee pollinator garden, as well as a contingency amount. We have estimated acres for each practice, but final locations and quantities will need to be decided/verified with the stakeholders.AES assumes that the City of Dubuque will be responsible for location of the property boundaries prior to restoration activities, specificalry at the public and private property interface. Our 40 years of native restoration experience has shown that proper site preparation is the key to successful seed establishment. Removal of woody vegetation will be completed using a forestry mower and shreddec This will minimize the need for offsite disposal antl will return beneficial biomass to the site.This needs to be done prior to any other site prep.We typicalry conduct this work in the winter months through early spring. Removal of herbaceous vegetation will take place over an entire growing season. By reducing weed competition while prairie seedlings are developing, the time investment put into proper site preparation will pay off with a more successful prairie establishment. We will start with a site prep mowing before the spring growth begins to allow a more efficient herbicitle application. We recommend at least two herbicide applications, one in spring and one in fall. Occasionalry,there can he a growth of noxious or invasive weeds during summer months that comes from the seed bank.We have includetl an alternate task/cost for an additional spray in the summer if these weeds emerge and can onty be wntrolled by chemicals. We have also included an alternate task for a mowing if weeds can be controlled mechanically(depending on species). We have identified the need for three different seeding zones. First is a no-mow buffer with SoR to create space between the neighbors and the prairie restoration. Second is a dry mesic mix that will perform well on slopes. Third is a wet mesic mix for the low areas that can tolerate occasional inundation. Seed installations will be conducted at two different times. The no-mow mix is a cool season grass that would be installed in September similar to turf grass. The native mixes(dry mesic/wet mesic)will be drilletl in the dormant season,typically mid-0ctober until mid- May. Our recommended maintenance includes five regimes of mowing over the first two years of establishment. Our base bid provides the building 6locks for a successful prairie restoration. We have also included altemates bids for enhancing the seed mixes to include more forbs for pollinators.And, we have included an alternate bid for using a biodegradable erosion mat instead of a photo-degrading mat for the buffer. Below are our responses to your questions and additional clarifications that you requested in your 3/13/18 letter. I ditl try to go from bullet point to bullet point, but I combinetl a few responses tether and tried to call aut when I did. 1. Explanation of Bid Alternates a. A1 Site Preparation Herbicide Application#3(if needed): Site preparation is key to a successful prairie planting.We typically recommend a full season of preparation in areas where there is undesirable perennial vegetation. While chemical application can be effective in controlling the existing vegetation the first time,this does not control the existing seed bank that has not emergetl yet. Often the plants can partially regenerate in the fall if not completely killetl in the spring. For this reason,we recommentl a minimum of two applications. If after the fall evaluation there is still concern over perennial weed pressure, we woultl recommentl a third application the following spring. This would slightly change the proposed schedule. We have included an alternate schedule to reflect this change. b. A2 Herbaceous Mowing Trip#2(if needed): Our first mow removes the oltl vegetation growth to provide a more effective antl efficient herbicide application.There is a three-month periotl tluring the growing season between proposetl herbicide applications where annual weeds can emerge from the seed bank. The purpose of the mow is to provide a mechanical control of these weeds before they seetl out and become a nuisance to the park antl its neighbors. Because we do not know what will emerge this summer(if anything), we provided the line as an alternate (if needed). c. A3&A4 Enhancetl Pollinator Seed mixes:The base bid includes the seetl mixes that were provided after the site showing. AES identified two native seed zones(Wet-Mesic and Dry-Mesic)that will be used on site.We took the mix and split the wet and dry species to fit the zones. Our alternate provides budget for a more robust seed mix that uses more species of forbs that will attract pollinators throughout the entire growing season.Seed supply is constantly in flux with demantl and commercial availability.Our butlget should be adequate in providing enough room to work with the City of Dubuque in creating a diverse mix. We have provided costs for both mixes to demonstrate a butlget friendly mix and a species tliverse mix. d. A5 Wildiife Friendly Erosion Blanket(S75BN):There are many types of erosion blanket on the market, but the most common is a single sided straw net. Our base bid inclutles a more budget friendly, photodegradable straw net.We have found that this net will phototlegrade, but it can take longer than a year tlepending on site conditions. Snakes, birds and small mammals can get caught in the plastic netting on occasion. Our alternate proposes a bio-tlegradable net which will last a little more than a year.We felt there was enough tlifference in cost to present both options. A6 Broadleaf Weed Control Application(if needed): This alternate is the only post seetling management item for the cool season buffer seeding.The buffer is an all grass mix. If broatlleaved plants(such as red clover)start to establish a population in the grass mix where it threatens the success of the mix,a chemical application may be necessary.We do not know if this will be necessary now, so we listetl the item as an alternate. 2. Public Engagement Plan and Experience a. Neighborhood Meeting/Engagement: Whenever there is a change to a piece of grountl,the neighbors to the property are stakeholders by default.This is especially true when tree removal is a part of the change.There can be an intense emotional connection with trees, whether it is for screening or scenery, regardless of the ecological value of the intlividual trees. Most of the tree removal is immetliately adjacent to lantlowner's properties. In some cases,the landowner has been maintaining the property arountl the trees.We see two levels of engagement neetled prior to working on the property. Both involve AES working with the City on the most appropriate venue and participant identification.The first level is a general announcement which can be accomplished with a post card mailed with a crafted message along with a contact to receive atlditional information.This is very similar service that we provide to our clients to announce an upcoming burn. If any physical meeting at the park is necessary,AES can help arrange and leatl the plan tliscussion.The secontl level of engagement is more tlirect with the few homeowners that have their lots backing up to this property. Prior to tree removal, it will be important to discuss what will be removed antl what the tlevelopment plan is.The public/private interfaces are the toughest places to perform work on and I woultl anticipate some resistance regarding the removal of these trees. It is hard to speculate where and how much there may be.This is where adaptability of the plan is necessary and AES would assist in the cost benefit analysis if the plan needs to change. b. SQR Demonstration Day/Schedule:Our proposetl schedule for the installation is in September when it's appropriate to seed the cool season buffer grasses.The tlisking antl soil amendments will be performed prior to seetl and erosion blanket installation.AES can tailor our outreach to target the specific stakeholders that will be identifietl by the City.Communication can be in the form of a mailer to the intentled audience along with direct calls to key stakeholtlers.The exact date of the event will need to be fine-tunetl closer to the date to account for weather.The target woultl be in the last two weeks of September. c. Matt has been working in the ecological restoration field for almost 20 years.In those twenty years, he has worked with private landowners, municipalities, NGO and federal clients. One of his main focuses was in stormwater related projects from simple detention pond retrofits to stream and ravine restorations. Stakeholder meetings were an important part of planning,design and construction phases. He held informational meetings for neighborhoods to discuss plans and schedule. For the past eight years he has primarily worked with the NRCS as a Construction Manager and Restoration Ecologist. For the NRCS work, he has been responsible for restoring hydrology antl installing close to 10,000 acres of native seetl in either crop ground antl fallow fields.
