Absent: Steve Drahozal, STAFF PRESENT: Assistant City Manager Cori Burbach President Specht called the meeting to order at 5:05 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. MINUTE APPROVAL: Darr motioned, and Kennicker seconded, approval of the minutes from the February 1 , 2018 meeting. The motion passed unanimously. PUBLIC COMMENT: Members of a Loras state and local government class were in attendance at the meeting. CITY BROADBAND EXPANSION: Information Services Manager Chris Kohlmann gave a presentation regarding the City and Greater Dubuque Development Corporation's work to expand broadband access in the community, particularly for commercial use. She explained the strategy to decrease the time and costs required for investment in order to accelerate development of the fiber optic and broadband network. She indicated that the City Council has not yet given staff direction regarding residential broadband access, but equitable access to speed and service is one of the goals of the project. The commission followed the presentation with a Q&A period and recommendations regarding data/outcomes that would measure success. No follow-up with the commission was identified at this time. CITY GRANT FUNDS: Burbach provided information from the City Council budget process regarding the grants the City gives out to non-profits and residents in the community. She described the intentional alignment work happening to prioritize equity and assess how the grant dollars are furthering the City Council goals and priorities. Boles advised that we include CDBG grants in this intentional alignment and consider measures for efficiency, effectiveness, and transparency from non-profits. JFK SIDEWALKS: The commission reviewed the agenda items from the February 19 City Council meeting regarding a resident petition to install sidewalks on JFK. The commission discussed how sidewalks impact the walkability, safety, and health of a community. The commission asked that this item be brought back to their agenda when further information regarding sidewalk policy and data regarding use was available from staff with the intent that they may make a recommendation to the City Council. COMMISSIONER REPORTS: Roussel noted that Dubuque Trees Forever is planning a street tree planting for April 28, and that residents can sign up to have trees planted in their right of way. Darr noted that on March 3, Loras is hosting a lecture on Aldo Leopold's development of sustainable thinking. Boles noted that the Community Development Advisory Commission didn't meet in February. NEXT MEETING: Thursday April 5, 2017, 5:00 PM at City Hall Annex. ADJOURNMENT: Roussel moved, and Darr seconded, to adjourn at 635 pm. The motion passed unanimously.
