Acting chair Ron Mueller called the meeting to order at 4:10 P.M.
Dan Hamel moved to dispense with the reading of the minutes of previous meeting and to
accept them as typed by staff. Paul Uhlrich seconded and the vote was unanimous in favor.
Agenda Item: Tamper-Resistant Receptacles in Daycare
Staff reported that he had completed work on an amendment to the Dubuque electrical code
which the board needs to review. It would be a completely new article not presently in the
national electrical code or the city ordinance. The city inspector felt that a requirement for the
use of tamper-resistant receptacles in new and remodeled day care units needs to be added
to the City of Dubuque Electrical Code for the purpose of increasing the safety of the children
of the community. It would require all areas specified in 210.52 to have tamper-resistant
receptacles installed. These devices have been required for many years in pediatric care
areas by Article 517 of the National Electrical Code and more recently (2008) in dwelling units
by Article 406.11 of the NEC.
The new article would read as follows:
406.12 Tamper-Resistant Receptacles in Daycare Units. In all areas of or designated as a
daycare (child-care) unit, area, or structure, all 120/125 volt, 15 and 20 ampere receptacles
shall be a listed tamper-resistant type when installed in the areas specified in 210.52, that are
within 5'/z feet of the floor or grade.
All board members present thought it was a good idea; and several board members
expressed surprise that it was not already addressed in the national code.
Elaine Reiss made a motion to recommend this change to the city council.
Dan Hammel seconded, as there was no more discussion, the motion on the floor was voted
on and approved with a unanimous yes.

New Business: Ron Mueller asked what the ordinance says about selling of or
transferring ones license. There was much discussion about article 83.2 and what can and
can't be done. It was determined that sending out a reminder about article 83.2(b) would be a
good idea and staff was directed to make it happen as soon as practical.
Announcements: All Future Electrical Board Meetings will be in Conference Rm. A.
The room is reserved from 4:OOpm till 6:OOpm on the following dates, Jan. 25, 2010, Mar. 22,
2010, May 24, 2010, July 26, 2010, Sept. 27, 2010, and Nov. 22, 2010, Jan. 24, 2011.
Motion to adjournment made by Dan Hammel, Paul Uhlrich seconded, vote was all in favor.
