SUBJECT: Revisions to the Port of Dubuque Usage Policies
DATE: December 11, 2009
Leisure Services Manager Gil Spence recommends City Council approval of revisions
to the Usage Policies for the Port of Dubuque. These revisions will allow reservations to
be made up to 23 months in advance, and exempt private events at the amphitheater
from the need to obtain a Special Events Permit.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval of revisions to the
Usage Policies for the Port of Dubuque.
DISCUSSION
There are two revisions to the Usage Policies for the Alliant Energy Amphitheater,
Mississippi Riverwalk, and American Trust River's Edge Plaza:
• That reservations can be made 23 months in advance. A change from after January
1st for that year's season, so that more lead time can be given to events like
weddings and wedding receptions.
That private events at the amphitheater NOT be required to obtain a Special Events
Permit from the City Clerk's office. We are seeing an increase in special events at
the Amphitheater and the requirement of them to have a Special Event Permit has
proven not to be needed and it places an undue expense on the user. Through the
reservation process and liquor licensing process we receive all the information we
need on the event.
ACTION STEP
The action requested is that the City Council approve these revisions to the Usage
Policies for the Port of Dubuque.

months in advance -exceptions are made for public events. Reservations will be held for one
hour after scheduled rental.
• RESERVATION HOURS for River's Edge Plaza and Riverwalk: 7:00 a.m. to
10:00 p.m., Sunday through Thursday and 7:00 a.m. to 11:00 p.m. Friday, Saturday and
holidays.
• RESERVATION HOURS for Amphitheater are ~:oo a.m. to 10:00 p.m., sunday
through Thursday and 7:00 a.m. to 2:00 a.m. Friday, Saturday and holidays. Music must stop
by 1:00 a.m. and the event must conclude by 2:00 a.m.
• RENTAL FEE for River's Edge Plaza: Pavilion is $75.00 for maximum four-hour period;
available for public or private events.* The pavilion may be rented by only one user group per
day.*
• RENTAL FEEfor Riverwalk and Amphitheater: $200.00 perday. Riverwalk is available for
public events only, one user group per day; Amphitheater is available for public or private
events; one user group per day.
• PAYMENT must be received at the time the reservation is made.
• REFUNDS are given only with approval of the Public Works Director.
• ELECTR/CITYis available.
• SPECIAL EVENT PERMIT is required for all ublic events at River's Edge Plaza, and
Riverwalk and ~ Amphitheater; they are issued through the
City Clerk's office in City Hall.
• AMPLIFIED MUSIC is NOT allowed at River's Edge Plaza or Riverwalk,* but IS allowed
at Amphitheater; see Special Event Permit.*
• BEER, WINE alld LIQUOR are NOT allowed at River's Edge Plaza or Riverwalk, orthe
Amphitheater. ** Glass containers are NOT allowed.
• KEG BEER is allowed at Amphitheater; see Special Event Permit for details.
• TENTS may be put up at Amphitheater, but NO STAKES are allowed, and tents must be
removed immediately following the event.
• DECORATIONS are allowed with approval from Public Works Director.
• The River's Edge Plaza pavilion shall NOT be used for sale of any product or service.*
• NO FOOD PREPARATION shall be done at River's Edge Plaza or Riverwalk.*
• CLEAN UP and trash removal is the responsibility of the user.
• PETS are NOT allowed.
* Does not apply fo public special events sponsored by a not for-profit organization.
** Does not apply to public special events sponsored by anot-for-profit organization at the
River's Edge Plaza and Riverwalk, for which a Special Event Permit has been issued or
