RESOLUTION APPROVING A PLAT OF SURVEY BARYON RANDLE SECOND
ADDITION IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Plat of Survey Barton Randle Second
Addition in the City of Dubuque, Iowa;. and
Whereas, said Plat of Survey provides no frontage for Lots 1 and 2 on a public street or
approved private street as required by Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances; Unified Development Code; and
-- Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that it
conforms to the statues and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow no frontage on a public street or an approved
private street for Lots 1 and 2.
Section 2. That the Plat of Survey Barton Randle Second Addition is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa upon said final plat.

The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing that the church wants to split the
existing parcel to facilitate the sale of the parcel.
Staff reviewed that the current parcel does not have frontage. Lot 1 will have access from
an extension of Plaza Drive and Lot 2 will have access through the existing church property
fronting on John F. Kennedy Road. Staff recommended approval subject to waiving the lot
frontage requirements.
There were no public comments.
The Zoning Advisory Commission had no objection to the request.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving the lot frontage requirements for Lots 1 and 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Barton Randle Second Addition divides an existing
parcel of land owned by Grand View United Methodist Church. The subject parcel is
located northeast of Plaza Drive and southwest of the Grand View United Methodist
Church building.
DISCUSSION
The Plat of Survey of Barton Randle Second Addition is being reviewed by the Zoning
Advisory Commission as neither Lot 1 or Lot 2 have frontage on a public or private
street. The Plat of Survey subdivides an existing parcel that currently does not have
frontage to facilitate the sale of Lot 1 to a new property owner.
Lot 1 will eventually have access to a new public street off of Plaza Drive. Lot 2 will
remain in the ownership of Grand View United Methodist Church and its development
would depend on access through the church's existing property that has frontage on
John F. Kennedy Road. Attached is an aerial photo and vicinity map that shows the
relationship of the subject property to the existing street network.
RECOMMENDATION
Planning staff recommends that the Plat of Survey of Barton Randle Second Addition be
approved subject to waiving lot frontage requirements for Lots 1 and 2 as there is
sufficient ability to provide access to each lot
