Van Milligen, City Manager FROM: Steve Sampson Brown, Project Manager DATE: December 4, 2009 SUBJECT: Water Pollution Control Plant Replacement Project Strand Associates, Inc. - Amendment I Clarification INTRODUCTION This memorandum is to provide clarification on the "Scope of Services, Preliminary Design Services, Item "q" of the Strand Associates, Inc. -Amendment I:": "Assist OWNER in acquiring property adjacent to the WPCP site, including a legal survey, topographical survey, platting, and site design Services." DISCUSSION Based on preliminary design work, it has been determined that a small strip of property (approximately 40,000 square feet) west of the Waste Pollution Control Plant facility will need to be acquired from Inland Protein to improve site access for biosolids hauling operations. Based on the building layout, "maneuverability" (adequate turnaround area} is necessary for septic system vehicles to dispose of its biosolids. Under this amendment provision, Strand Associates will assist the City in this property acquisition. Van Milligen, City Manager FROM: Steve Sampson Brown, Project Manager / ~=°- DATE: December 1, 2009 . -` SUBJECT: Water Pollution Control Plant Replacement Project Strand Associates, Inc. -Amendment Attached is Amendment I of the January 19, 2009 Agreement for Design Services and Bidding-Related Services between Strand Associates and the City for the Water Pollution Control Plant (WPCP) Replacement Project. Since the preliminary feasibility study, it was determined that additional design services are needed to address various unforeseen conditions revealed during the design analysis of the WPCP facility. This additional service request also addresses expanded scope items including the food scrap residuals study, assisting with right-of-way acquisition, and development of the add alternate for the administration building meeting room. (Note the additional items listed in the Preliminary and Final Design Services for further information.) There is sufficient funding in the WPC Plant Facility, Consultant Services Capital Improvement Project (7101837/62712) to cover this amendment of $316,300.
