Over the years, the City has received contacts on whether the City has a community
garden program. One of the recommendations from the consultants for the Washington
Neighborhood Revitalization Study was the establishment of a community garden
program. Two sites in Veterans' Memorial Park have been identified as pilot sites to
see if there is any interest.
Leisure Services Manager Gil Spence recommends City Council approval to initiate the
Request for Proposals process for the Establishment and Management of a Community
Garden Program.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval to initiate the
Request for Proposals process for the Establishment and Management of Community
Garden Program.
DISCUSSION
Over the years we will receive contacts on whether the City has a community garden
program. One of the recommendations from the consultants for the Washington

program. Site selection for the garden is always a challenge but two sites in Veterans'
Memorial Park have been identified as pilot sites to see if there is really any interest.

The RFP is to select an individual or group to establish and manage the program. It is
not expected that the City would pay for this service; income would be generated from
plot rental fees (if any).

Management Services for the
COMMUNITY GARDEN PROGRAM
INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals from individuals /group to
establish and manage a community garden program.
COMMUNITY BACKGROUND
The City of Dubuque is located on the Mississippi River in northeastern Iowa,
adjacent to Illinois and Wisconsin. The City is approximately 30 square miles in
area, with a population of approximately 60,000 people. The City's annual
operating and capital budget is nearly $116 million and funds a full range of
services. The City's web site is www.citvofdubuaue.orq.
The community has a stable and diversified manufacturing base and a growing
service sector. Dubuque is the major retail, medical, educational and
employment center for the tri-state area. Tourism continues to be a major
economic force in the community. City government works in collaboration with
the private sector to promote economic development. The job creation and
unemployment numbers show that Dubuque is growing steadily in the current
economic climate. Dubuque's construction numbers reveal an even more
encouraging picture. The City has formed strong relationships with the local
business community to promote continued economic growth and success
PROJECT SUMMARY
This project provides for an individual or group to establish and manage a
community garden program. The City has identified two possible locations for
garden plots, both in Veterans' Memorial Park:
• Site #1: located next to softball field #1. Parking is available in the lot south
of the area; rest rooms are available; no access for vehicles, and limited
access for water; good sun exposure.
Site #2: located on the back of the park, off 32nd Street. Parking is available
on the entrance road or grass; no rest rooms, no water (unless pumped from
the creek); some vehicle access; limited sun exposure.
The quality of soil at both sites is unknown.
SCOPE OF SERVICE
The scope of service to establish and manage this program would include, but
not be limited to:
• Goals of the project.
• Selecting a site(s).
• Establishing rules and regulations.
• Establishing a fee for plot rental (not required).
• Schedule for establishment of the program.
• Develop sign-up sheet.
• Advertise the program.
• Selection of plants allowed.
NOTE: It is expected that the City will not have a cost associated with this
management service.
INFORMATION TO BE INCLUDED IN PROPOSAL
To simplify the review process and to obtain the maximum degree of
comparability, the proposal shall include the following information and shall be
organized in the manner specified below.
LETTER OF TRANSMITTAL
Provide a letter of transmittal briefly outlining the respondent's understanding of
the work and the name, address, telephone number and fax number of the
respondent's primary contact person.
PROFILE OF INDIVIDUAL /GROUP
Provide general information about the respondent's area of expertise as regards
to this RFP, including the qualifications of the project manager and other key
personnel who would be assigned to this project as follows:
(a) Name of the anticipated project manager, his or her qualifications and
experience and the names, qualifications and experience of other key
personnel who would be associated with the project.
(b) Experience of the anticipated project manager and other key personnel
in performing similar services.
SCOPE OF SERVICES
Describe the respondent's approach to establishing this program. The scope of
services will include, but may not be limited to, the respondent's approach to
accomplishing the tasks listed above.

PROPOSED PROJECT SCHEDULE
Provide a project schedule outlining the time period and estimated completion
date of the proposed scope of services.
SUBMISSION REQUIREMENTS
An original plus 6 copies of the proposal labeled Community Gardens must be
received in the Leisure Services Department, 2200 Bunker Hill Road, Dubuque,
Iowa, 52001, by 5:00 p.m. CDT on January 18, 2010.
Each respondent assumes full responsibility for delivery and deposit of the
completed proposal package on or before the deadline. The City of Dubuque is
not responsible for any loss or delay with respect to delivery of the proposals.
The City of Dubuque reserves the right to reject any and all proposals and
negotiate changes with any respondent. The City of Dubuque is not liable for the
cost incurred by any respondent prior to the execution of an agreement on
contract. Nor shall the City of Dubuque be liable for any cots incurred by the
respondent that are not specified in any contract. The City of Dubuque is an

EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements
of the proposal format. Initial screening will be done by the selection committee
without benefit of knowing the respondent's proposed fee for services. A review
of qualifying proposals will be evaluated by a selection committee. Respondents
may be invited to an interview with the selection committee. Evaluation criteria
will include the following:
^ Qualifications and experience of respondent on performing similar
projects.
^ Grasp of project requirements, understanding of project scope and level of
interest by respondent.
^ Design approach/methodology in completing the scope of services.
^ Proposed schedule to complete the project.
