SUBJECT: Preliminary Master Plan for Roosevelt Park

INTRODUCTION
The purpose of this memorandum is to present the preliminary Master Plan for re-
development of Roosevelt Park to the City Council.
DISCUSSION
A committee of the following people worked with a consultant, Confluence, to develop a
master plan for re-development of Roosevelt Park:
Gil Spence .......................... Leisure Services Manager
Bob Fritsch ......................... Park Division Manager
Pat Prevenas ...................... Recreation Division Manager
Don Vogt ............................ Public Works Director
Bob Schiesl ........................ Assistant City Engineer
Roosevelt Park closed in the 1980's as a budget reduction measure. The Storybook Hill
Children's Zoo and Model Airplane Club lease sections of the park and have continued
to operate. Both uses remain in this re-development plan.
The Park and Recreation Advisory Commission have reviewed this preliminary plan and
support it. After City Council comments are received, public input sessions will be held
to gain further input. A Fiscal Year 2015 CIP budget request has been submitted for
phase I which would be development of the dog park.
Highlights of this master plan include the following, beginning at North Cascade Road:
• New entrance road that swings to the west of the property.
• Parking lot to serve as a trail head for the bike trail along the Southwest Arterial.

• Prairie restoration with picnic areas.
• A multipurpose field to serve rugby and football. This facility to be constructed and
funded by others.
• Ball field to serve pre-teen and teenage players. This facility to be constructed and
funded by others.
• Dog Park to be developed in partnership with Two-by-Two or another interested
group.
• In the main section of the property much of the woodland will be restored, the loop
roadway reconstructed, pedestrian walking path developed, and picnic areas
established.
• At least one of the seven mine shafts will be made into an interpretive site.
• Ponds established
• 30 acres devoted as a mountain bike area
• A disc golf course
• Parking areas and rest rooms will be placed on the site.
Total cost estimate is $2.8 million which does not include rest rooms, bleachers and tree
removal. About $800,000 of this estimate is for the ball fields and around $500,000 for
development of the dog park. We do not propose that the ball fields be developed using
any city funds and that the dog park development be done in partnership with another
organization. Staff will also look for partnerships for development of the mountain bike
and disc golf course areas. We will look for grants for prairie and woodland
restorations.
ACTION STEP
The action requested is that the City Council review this plan and provide any
comments.
