Assistant Chief of Police Jeremy Jensen recommends City Council approval of an
application to the Department of Justice, Bureau of Justice Assistance for the 2018
Bulletproof Vest Partnership Program, which reimburses local units of government up to
50°k of the cost of body armor vests purchases for law enforcement officers. The
Dubuque Police Department anticipates approximately 81 protective vests to be
purchased during the next two years, at a cost of approximately $62,370. If chosen as
a Bulletproof Vest Partnership participant, the Police Department is eligible to claim
approximately $31 ,185 in reimbursement funding. Funds to replace the vests are
already allocated and approved as part of the FY19 Police Department budget.

approval.

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval of the Department of Justice, Bureau of Justice Assistance, 2018 Bulletproof
Vest Partnership (BVP) Program application.
BAC KG RO U N D:
The Department of Justice, Bureau of Justice Assistance recently invited applications
for their Bulletproof Vest Partnership (BVP) Program. The purpose of the BVP is to
reimburse local units of government up to 50% of the cost of body armor vest purchases
for law enforcement officers. Agency allocations are based on vest requirements. Body
armor must comply with the most current National Institute of Justice (NIJ) body armor
standards. The BVP also requires a written mandatory wear policy for uniformed patrol
officers to be in place when the FY 2018 BVP application is submitted. The Dubuque
Police Department is eligible to apply based on these requirements.
DISCUSSION:
The Dubuque Police Department includes funds for body armor vest purchases as part
of the annual budget process. Vests are custom fit to each officer. Due to the type of
material used in the construction of the vests, each vest has an expiration date and
must be replaced periodically to maximize the protective benefits. Funds are requested
annually based on the current number of officers, replacement needs determined by the
expiration date of the vests and hiring/turnover considerations.
As part of the BVP application process, agencies determine how many vests are
needed during the next two years, based on turnover rates, replacement cycle, and the
number of officers they anticipate hiring. Based on our previous history and future
projected hiring schedules, the Dubuque Police Department anticipates approximately
81 protective vests to be purchased during the next two years. Using current pricing,
this equates to an application amount of approximately $62,370. Funds to replace the
vests are already allocated and approved as part of the FY 2019 Police Department
Budget. Vests scheduled to be purchased in FY 2020 will be included as part of our

normal budget request process. These funds will be used to purchase the vests. If we
are chosen as a BVP recipient, we are eligible to claim approximately $31 ,185 in
reimbursement funding over the next two years, resulting in cost savings for the
department.
Applications are due May 29, 2018. If the Dubuque Police Department is selected as a
BVP recipient, we will be required to purchase the needed equipment, then request
reimbursement via the BVP website by providing receipt information. As stated earlier,
budgeted funds will be used to make the scheduled purchases, and BVP funds will be
available for drawdown two years from the time of the award announcement.
RECOMMENDATION:
The 2018 Bulletproof Vest Partnership Application provides the Police Department an
opportunity to request funds for body armor using previously budgeted funds, and
represents potential cost savings if selected to receive funding. I recommend City
Council approval to submit the application by the due date of May 29, 2018 in the
amount of$62,370.

amount of approximately $31 ,185.
