Van Milligen, City Manager SUBJECT: Phase III of the 30 Inch Force Main Relocation Project from 7�h Street to 12�h Street around the former Public Works Garage Site and the Alliant Energy Site DATE: May 15, 2018 City Engineer Gus Psihoyos recommends the City Council approve the plans, specifications, form of contract and the estimated cost of $755,711 for Phase III of the 30 Inch Force Main Relocation Project from 11�h Street to 12�h Street. In 1969 the existing 30-inch force main was constructed from the Cedar Street lift station to the Terminal Street lift station. The route went through the former A.Y. McDonald site, the former City Public Works site, and the Alliant Energy site. During the early 1990's highway 151/61 was constructed through Dubuque. During the highway construction portions of the 30-inch force main were relocated and the portion running through the A.Y. McDonald site was abandoned. However, the portion running through the old Public Works Site and the Alliant Energy site remained in place. The old Public Works site, now the Jule Operations & Training Center, is a U.S. EPA superfund site. A description of the force main relocation is as follows: Construct Phase I: The first phase of the relocation project was completed in 2013, ahead of the intermodal project start. Construct Phase II: The second phase of the relocation project was completed in November of 2016. This phase of force main installed pipe from the Northeast corner of the 11th Street and Elm Street intersection, to the tie-in point near 12th Street. Construct Phase III: Phase III is the section of force main on Washington Street, 7th Street to 9th Street. Phase III would also include the tie-in, at 12th Street and 7th street. Construction of phase III will complete the re-routing project and make the new force main operational. The complete abandonment of the existing force main through the old Public Works Garage site (Jule Site) and the Alliant Energy Site will be budgeted for in the FY 2020 budget. Phase III will be constructed ji between 7t" and 9t" Streets, on Washington St. Construction of phase I!I will complete � the re-routing project that eliminates the piping under the former public works garage. j; �i BACKGROUND � � � � In 1969 the existing 30-inch force main was constructed from the Cedar Street lift station to the Terminal Street lift station. However, the portion running through the old Public Works Site and the RIliant Energy site rernained in place. In October of 2011, the City experienced a significant failure in the existing force main. Two br�ak� occurred �imultaneously, one at the former Public WorRs garage site and the other at the Alliant Energy site. After repairs were completed, a third break was experienced at the forrrier Public Works garage site. The cost to repair the breaks, which occurred on the former Public works site, was significant as the site is a Super Fund Site. During the repair work corrosion of the pipe was noted and it was also found that when constructed the pipe was set on blocking prior to bedding, and the blocking was not removed. The areas of corrosion and the failed sections of pipe were near the old blocking that was found to be still in place. Soil and ground water contamination has been identified on or near the existing 30-inch force main route that may be a contributing factor to its deterioration. I I The adopted budget for FY2017 includes $640,683.88 for constructing the Phase II and Phase III, of the relocation project. Phase II was closed out in June of 2018, with a final cost of$406,085.44 leaving a remaining balance of$317,361 to complete Phase III. � DISCUSSION � a � With the adoption of the FY2018 Five Year Capital Improvement Program Budget, there � is a $317,361 balance to continue the Relocation of the 30 inch Force Main around the �� former Public Works Garage Site. ,q .� A description of the force main relocation is as follows: � � Construct Phase I: The first phase of the relocation project was completed in 2013, � ahead of the intermodal project start. �� Construct Phase II: The second phase of the relocation project was completed in �I November of 2016.
