The amendment reduces the grant amount by 25°k. Due to personal and work conflicts, only three Historic Preservation Commissioners can attend instead of four. Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ' - SUBJECT: Amend State Grant Agreement for HPC Scholarships to NAPC Forum DATE: May 30, 2018 Introduction This memo transmits a request to amend the City grant agreement for scholarships for Historic Preservation Commissioners to attend the National Association of Preservation Commissions (NAPC) Forum to be held in Des Moines, lowa on July 18 - 22, 2018. The amendment reduces the grant amount by 25%to match what the City is eligible to receive. A letter for Mayor Buol's signature requesting the grant amendment and a resolution are enclosed. Discussion The City of Dubuque was awarded a $3,000 Certified Local Government (CLG) grant for four $750 scholarships to enable Commissioners to attend at least two days of the 2018 NAPC biennial Forum. The Planning Services DepartmenYs travel budget, covering the cost of two staff inembers attending the NAPC Forum, serves as the local match for the CLG grant. As a CLG, the City is required to offer training annually for Commission members and staff. The 2018 NAPC Forum includes dozens of educational sessions and discussion panels, mobile workshops and tours, and five days of non-stop networking for commission staff and volunteers representing local, state and national organizations and government agencies. Due to personal and work conflicts, we have been able to register only three Commissioners, so the City is eligible for only three $750 scholarships, totaling $2,250 in CLG grant funds. The CLG grant is expected to cover most of the estimated travel cost. The Planning Services Department has sufficient funds budgeted to cover the expenses: • City Planning/Historic Preservation Travel-Conferences 10062700-62310 $3,679 • Administration Travel-Conferences 10062100-82310 $2,083 The State Historic Preservation Office has asked that the City of Dubuque amend our CLG grant agreement to reduce the amount by 25%, from $3,000 to $2,250 for three scholarships. This will allow the State to re-allocate funding for scholarships to other lowa commissions. Requested Action The requested action is for the City Council to adopt the resolution and authorize the Mayor to sign and transmit the enclosed letter to reduce the CLG grant by 25%to $2,250. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The Mayor hereby is authorized to sign the enclosed letter requesting amendment of the FY 2018 CLG Grant Agreement with the State Historic Preservation Office by 25% to $2,250 for three $750 scholarships for Commissioners to attend the 2018 National Alliance of Preservation Commissions Forum. This reduced grant amount will provide for three of the City's Historic Preservation Commission members to attend at least two days of the 2018 National Alliance of Preservation Commissions (NAPC) biennial Forum to be held in Des Moines, Iowa on July 18 - 22, 2018.
