Information Services Manager Chris Kohlmann, Civil Engineer II Dave Ness and
Sustainable Innovation Consultant David Lyons recommend City Council approval of an
amendment to an existing Master Agreement and Project Statement in place between
the City of Dubuque and Wisconsin Independent Network.
The amendment will allow Wisconsin Independent Network to place additional
equipment at the 3�d Street Water Tower site. As part of its existing relationship,
Wisconsin Independent Network provides the City with 200 mg of broadband capacity.
Under the amendment, they will increase that capacity to 1 Gigabit, allowing the City to
keep up with its internal demand while improving services between its various facilities
and to its citizens.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval of an amendment to an existing
Master Agreement and Project Statement in place between the City of Dubuque and
WIN (Wisconsin Independent Network).
BACKGROUND
In 2016 the City of Dubuque undertook its Broadband Acceleration Initiative. The
Initiative focuses on public/private collaborations and includes a comprehensive
strategy to reduce the cost and time required for broadband expansions in Dubuque.
One effort within that strategy is the use of"Master Agreements", where an overall legal,
structural and financial relationship is established between the City and broadband
providers and approved by City Council. Project Statements carried out pursuant to that
Master Agreement can then be implemented quickly as "amendments".
In 2016 the City of Dubuque and WIN entered into a Master Co-location and Shared
Services Agreement to accelerate the deployment of new broadband capacity in
Dubuque. The initial Project Statement under that collaboration has gone well and all
anticipated value to the City has been received. One component of that Project
Statement was the co-location of WIN equipment at an unutilized building at the 3�a
Street Water Tower that had been abandoned to the City by Nextel some years earlier.
WIN's activity and investment in Dubuque has continued to grow and WIN is seeking to
place additional equipment at this site.
DISCUSSION
WIN is one of four companies that have entered into Master Co-location and Shared
Service Agreements with the City. City staff have been pleased with the relationship
and continue to look for additional collaboration opportunities. WIN has proposed
placing additional equipment at the 3�d Street site to facilitate its growth. The co-location
of this additional equipment creates no negative consequences to the City and
produces both a general value (increased broadband capacity in Dubuque as a
community) and a specific value (increased broadband capacity for the City of Dubuque
as an internet user using WIN as our internet services provider.).
As part of its existing relationship with Dubuque, WIN provides the City with 200mg of
broadband capacity. Under this proposed amendment WIN will increase that capacity
to 1 Gigabit, allowing the City to keep up with its internal demand while improving
services between its various facilities and to its citizens.
BUDGETIMPACT
Approving the proposed amendment will have no negative impacts on the City budget.
Approving the proposed amendment will allow the City to avoid the need to purchase
additional broadband capacity from its existing service providers. Staff estimates that
this amendment will provide an estimated $1 ,400.00 in value per month to the City.

Pursuant to the Master Co -location and Shared Services Agreement between City of Dubuque (City) and

Independent Network, dated April 14, 2016,the Parties hereby agree to the following PROJECT STATEMENT:
Narrative description of co-location and service sharing: Extension of broadband infrastructure across East
Dubuque Bridge and connects to and from Water Tower hut located on West 3�d Street, Dubuque, IA.
Co-location or service site: See Exhibit D-1a
Scope of shared service to be provided by City to WIN;
1. Access to 9,000' of City-owned conduit from USH-61&Jones St.to College St&W. 5th St.
2. Access to 350' of City-owned conduit from Locust St&W. 8th St to Locust St. &W.9`h St
3. Equipment collocation (42RU plus 3KVA) at Water Tower Hut.

Additional Technical Services provided by City of Dubuque outside of the Scope of
Service described above are available to WIN upon request, and as mutually agreed upon
by the Parties of this Agreement.
3) WIN shall be responsible for:
• All WIN hardware and software
• Installation, maintenance and support of all WIN hardware and software
• Hardware and software upgrades as needed.
• Monitoring and maintenance system resources for adequate operation
4) Term for Co-location Site:
Initial Term: 120 Months, commencing on August 1St, 2016.
Renewal Term(s): Following the expu•ation of the initial tei�rn, this Exhibit shall
automatically renew for up to two additional5 year term(s), unless either Party provides
180 days written notice prior to the then termination date or terminates this Agreement in
accordance with the other tei�rns or conditions set forth herein
