BACKGROUND Upon the recommendation of the Historic Preservation Commission, the City Council established a Conservation Distrid for the H&W property at 30th and Jackson Streets on November 21, 2005 by Ordinance 63-05 in order to prevent the demolition of the historic buildings on the property. A Conservation Distrid is an area of the city composed of structures that have historical or architectural value. In a Conservation District, the City Building Official cannot issue demolition permits without the approval of the City Council. Several buildings on this former Brewing & Malting Company campus in the 3000 Block of Jackson Street have continued to fall into disrepair and have sat mostly vacant for a number of years. There were no fewer than twenty-six (26) enforcement adions/responses for the property between 2008 and 2016 including: inspedions; engineering reports; letters from City Building Services to the owner requesting repairs; internal letters among City Legal, Public Works, and Engineering Departments; municipal infractions; court orders; court settlements; notices of violation; and zoning and court enforcement actions. In July 2016, an internal collapse in the building was reported to the City by a resident. DISCUSSION City of Dubuque staff have negotiated a Development Agreement with Steve Emerson and his company, 3000 Jackson, LC (Developer) for a $30 million redevelopment of 30003040 Jackson Street, with the public hearing set for June 4, 2018. The Developer is in the process of wnrking with the State Historic Preservation Office on the design elements of the structure. The current proposal includes a modern, glass treatment in the area of the building that had collapsed in 2016. Planning and Building Services staff have reviewed the design and believe it is an appropriate and aesthetically pleasing concept (see attached rendering). The Developer believes that the attached letter of support from the City would be helpful in conversations with SHPO staff in order to gain approval for this approach. We believe it is an exciting idea that addresses serious damage at the building, allowing re-use —while highlighting the history of the building in a way that reveals its development over time. The City of Dubuque is very interested in the successful redevelopment of the former Dubuque Brewing and Malting complex at 3000-3040 Jackson Street. Of particular interest because of its long-term vacancy and decrepit condition is the portion comprised of Buildings 1, 11, 12, and 13, which are part of a single legal parcel at 3000 Jackson. Under the previous ownership, much of Building 11 was allowed to seriously deteriorate, resulting in internal collapse of its upper floors. The City required the destabilized exterior walls to be deconstructed for safety reasons as a condition of the redevelopment agreement. After consultation with SHPO in 2017, the walls were documented and the area was deconstructed by hand. The developer is now considering treatments to repair the damage and put the building back in I service. Because of the large amount of masonry work across multiple buildings, it is our understanding that there is not enough historic brick to rebuild all areas with original brick. An alternate approach is to stabilize the area of former collapse and then to infill the area with a glass structure that expresses the former extent of the deconstructed wall and the internal structure of floors and column lines. This layout would distinguish the historic from the new construction, while complementing the overall design and not detracting from the architectural integrity of the original building. This approach would also allow viewers to sense the building's historic development, rather than recreating the wall as if nothing had happened. We feel that the proposed treatment brings its history to the fore and will incite viewers to learn more about the complex and to consider it as an entity changing over time. As the oldest City in lowa, Dubuque values its history and has seen great revitalization of its core neighborhoods over the past decades. We believe we are a success story when it comes to the sensitive rehabilitation of abandoned and underutilized structures.
