Sealed bids were received for the Purina Drive Salt Storage Fabric Building Project.
Public Works Director John Klostermann recommends award of the construction
contract to the low bidder, A & B Construction Ltd, in the amount of$394,098, which is
35°k under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the Purina
Drive Salt Storage Fabric Building Project (CIP # 3002719).
BACKGROUND
The fiscal years 2018 and 2019 Capital Improvement Project budgets provide funds for
the construction of a fabric salt storage building on eight-foot (8') concrete walls located
at the Purina Drive salt storage pad.
DISCUSSION
Bid documents and specifications for this project have been prepared by Public Works
staff with the assistance of IIW Engineers. This project will include the construction of a
foundation system to support eight-foot (8') containment walls in which the fabric cover
building will be attached. Completion of this project will protect our substantial
investment in road deicing salt and protect the environment.
BID RESULTS
On May 17, 2018, the City received bids for the Purina Drive Salt Storage Fabric Building
Project. The City received six bids for the project:

A & B Construction Limited of Harper, lowa summitted the low bid in the amount of
$394,098.00. This amount is 35% under the estimate of probable cost.
RECOMMENDATION
I recommend that the contract for the Purina Drive Salt Storage Fabric Building Project be
awarded to A & B Construction Ltd, of Harper, lowa in the amount of$394,098.00.
BUDGETIMPACT
The cost estimates for the project are as follows:
Construction Contract $ 394,098.00
Contingency $ 20,000.00
Engineering $ 30,000.00
Estimated Total Project Cost $ 444,098.00
This project is funded with monies budgeted specifically for the Purina Drive Salt
Storage Fabric Building Project in the Public Works DepartmenYs FY 2018 and 2019
Capital Improvement Project Budget: CIP# - 3002719 $659,585 (FY 2018/19 total)
ACTION TO BE TAKEN
The City Council is requested to award the contract for the Purina Drive Salt Storage
Fabric Building Project to A & B Construction Ltd. through adoption of the enclosed
resolution.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE PURINA DRIVE SALT
STORAGE FABRIC BUILDING
NOW THEREFORE, BE !T RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Purina
Drive Salt Storage Fabric Building pursuant to Resolution No. 109-18 and Notice to
Bidders published on the City of Dubuque, Iowa website and plan room service with
statewide circulation on the 20th day of April 2018.
Whereas, said sealed proposals were opened and read on the 17th day of May
2018 and it has been determined that A & B Construction Limited of Harper, Iowa, with
a bid in the amount of $394,098.00 is the lowest responsive, responsible bidder for the
project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to A & B
Construction Limited, and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, adopted and approved this 4th day of June 2018.
