Sealed bids were received for Phase III of the 30 Inch Force Main Relocation Project
from 7�h Street to 12�h Street. City Engineer Gus Psihoyos recommends award of the
construction contract to the low bidder, Top Grade Excavating, Inc., in the amount of
$584,117.80, which is 1 .79°k underthe estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for Phase III
of the 30-inch Force Main Relocation Project from 11 t" Street to 12th Street. Phase III
will be constructed between 7th and 9t" Streets, on Washington St. Construction of
phase III will complete the re-routing project that eliminates the piping under the former
public works garage.
BACKGROUND
In 1969 the existing 30-inch force main was constructed from the Cedar Street lift
station to the Terminal Street lift station.
The route went through the former A.Y. McDonald site, the former City Public Works
site, and the Alliant Energy site. During the early 1990's highway 151/61 was
constructed through Dubuque. During the highway construction portions of the 30-inch
force main were relocated and the portion running through the A.Y. McDonald site was
abandoned. However, the portion running through the old Public Works Site and the
Alliant Energy site remained in place.
In October of 2011, the City experienced a significant failure in the existing force main.
Two breaks occurred simultaneously, one at the former Public Works garage site and
the other at the Alliant Energy site. After repairs were completed, a third break was
experienced at the former Public Works garage site. The cost to repair the breaks,
which occurred on the former Public works site, was significant as the site is a Super
Fund Site. During the repair work corrosion of the pipe was noted and it was also found
that when constructed the pipe was set on blocking prior to bedding, and the blocking
was not removed. The areas of corrosion and the failed sections of pipe were near the
old blocking that was found to be still in place. Soil and ground water contamination has
been identified on or near the existing 30-inch force main route that may be a
contributing factor to its deterioration.
The adopted budget for FY2017 includes $640,683.88 for constructing the Phase II and
Phase III, of the relocation project. Phase II was closed out in June of 2016, with a final
cost of$406,085.44 leaving a remaining balance of $317,361 to complete Phase III.
DISCUSSION
With the adoption of the FY2018 Five Year Capital Improvement Program Budget, there
is a $317,361 balance to continue the Relocation of the 30 inch Force Main around the
former Public Works Garage Site.
A description of the force main relocation is as follows:
Construct Phase I: The first phase of the relocation project was completed in 2013,
ahead of the intermodal project start.
Construct Phase II: The second phase of the relocation project was completed in
November of 2016. This phase of force main installed pipe from the Northeast
corner of the 11 t" Street and Elm Street intersection, to the tie-in point near 12tn
Street.
Construct Phase III: Phase III is the section of force main on Washington Street, 7tn
Street to 9th Street. This section was planned to be completed in conjunction with
the reconstruction of Washington Street from 7t" to 9t" Streets. Phase III would also
include the tie-in, at 12t" Street and 7th street. Construction of phase III will complete
the re-routing project and make the new force main operational. The complete
abandonment of the existing force main through the old Public Works Garage site
(Jule Site) and the Alliant Energy Site will be budgeted for in the FY 2020 budget.
BID RESULTS
On May 24, 2018, the City received bids for Phase III of the 30-inch Force Main
Relocation Project from 11 t" Street to 12t" Street. The City received bids for the project:

Top Grade Excavating, Inc. of Farley, IA submitted the low bid in the amount of
$584,117.80. This amount is 1.79 % under the estimate of probable cost.

RECOMMENDATION
I recommend that the contract for Phase III of the 30-inch Force Main Relocation Project
from 11 t" Street to 12t'' Street be awarded to Top Grade Excavating, Inc. of Farley, IA, in
the amount of$584,117.80.

The estimate of probable costs for Phase III of the 30-inch Force Main Relocation
Project from 11 th Street to 12th Street is as follows:

capital improvement project appropriations in the amount of$740,237.24, as noted
above.
ACTION TO BE TAKEN
The City Council is requested to award the contract for Phase III of the 30 Inch Force
Main Relocation Project from 11 t" Street to 12th Street through the adoption of the
attached resolution.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR PHASE III OF THE 30 INCH
FORCE MAIN RELOCATION PROJECT FROM 7TH STREET TO 12TH STREET
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for Phase III of
the 30 -inch Force Main Relocation Project from 11th Street to 12th Street, (the Project)
pursuant to Resolution No. 134-18 and Notice to Bidders published on the City of
Dubuque, Iowa website and plan room service with statewide circulation on the 9th day
of May 2018.
Whereas, said sealed proposals were opened and read on the 24th day of May
2018 and it has been determined that Top Grade Excavating, Inc. of Farley, IA, with a
bid in the amount of $584,117.80 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Top
Grade Excavating, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
