DATE: May 29, 2018 INTRODUCTION The purpose of this memo is to request a special work session of the Dubuque City Council on the subject of Broadband. BACKGROUND AND DISCUSSION Since December 2015 the City has undertaken a Broadband Acceleration Initiative to increase broadband capacity, access and equity in Dubuque. The established strategy focuses on public/private collaborations that can reduce the time and cost for new broadband investments, whether public or private. In the last two years the initiative has resulted in a doubling of conduit, quadrupling of fiber and an increase in the number of active private sector carriers in the community from 3 to 9. One purpose of the requested work session would be to update the Council on progress to date and future planning under this initiative. Also, earlier this year the City was presented with a public petition in support of creating a municipally owned and operated ISP (Internet Service Provider). In follow-up discussions with local citizens representing that effort, it has become clear that the present initiatives and strategies that City Staff and partners are pursuing do not meet the policy or objectives which this group has established. Specifically, it is their view that any system must guarantee net-neutrality and be governed and administered by a democratically elected governmental entity. Therefore, a second purpose of the requested work session would be to allow Council to hear information relating to a potential alternative policy approach to broadband development in this community. RECOMMENDATION AND ACTION REQUESTED We would respectfully request that a work session be scheduled for Monday June 11 at 6:00 pm to discuss broadband and related items outlined in this memo. c.c.
