City Engineer Gus Psihoyos recommends that the Plat of Survey of Sisters of Saint
Francis Place in the City of Dubuque, Dubuque County, Iowa, be approved and the
dedication of Lot 2 be accepted as additional right-of-way for roadway purposes.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This is in response to a request from Sisters of Saint Francis for the platting of Sisters of Saint
Francis Place, which includes a dedication of additional right-of-way for existing Roosevelt
Street.
DISCUSSION
George Crane's Subdivision was platted in 1879. No right-of-way had been shown or dedicated
along the easterly border of the subdivision. Roosevelt Street has been extended over the years
and eventually connected to Peru Road. Right-of-way was taken out of Lot 1 of the subdivision
for a northern portion of what's now referred to as Roosevelt Street. In the process of surveying
the boundary of the Sisters of Saint Francis, it was discovered that a portion of Roosevelt Street
was crossing the Sisters' property and that additional right-of-way width was necessary along
the north and east sides of their property.
The Plat of Survey of Sisters of Saint Francis Place establishes adequate right-of-way for the
existing road. This additional right-of-way is designated as Lot 2 of Sisters of Saint Francis
Place which is dedicated to the public for roadway purposes on said plat.
RECOMMENDATION
I would recommend that the Plat of Survey of Sisters of Saint Francis Place in the City of
Dubuque, Dubuque County, Iowa, be approved and the dedication of Lot 2 be accepted.
ACTION TO BE TAKEN
The recommendation of the City Manager approving the Plat of Survey of Sisters of Saint
Francis Place in the City of Dubuque, Dubuque County, Iowa, be approved through the adoption
of the enclosed resolution.

RESOLUTION NO. 8-10
APPROVING PLAT OF SURVEY OF SISTERS OF SAINT FRANCIS PLACE IN
CITY OF DUBUQUE, DUBUQUE COUNTY, IOWA
Whereas, there has been presented to the City Council of the City of Dubuque,
Iowa, a plat dated the 15t" day of December, 2009, prepared by Buesing & Associates,
describing Lot 1 and Lot 2 of Sisters of Saint Francis Place in the City of Dubuque,
Dubuque County, Iowa; and
Whereas, upon said Plat of Survey of Sisters of Saint Francis Place appears
additional street right-of-way for existing Roosevelt Street, which owners by said Plat of
Survey have dedicated to the public forever; and
Whereas, the Plat of Survey of Sisters of Saint Francis Place has been reviewed
by the City Planner and had her approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and that
they find that it conforms to the laws and statutes relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of additional right-of-way for existing Roosevelt
Street as it appears upon said plat, be and the same hereby accepted.
Section 2. That the Plat of Survey, dated the 15t" day of December, 2009,
prepared by Buesing & Associates, relative to the real estate hereinabove described be
and the same is hereby approved, and the Mayor and City Clerk be and they are hereby
authorized and directed to execute said plat for and on behalf of the City of Dubuque,
Iowa.
Section 3. That the City Clerk be and is hereby authorized and directed to file
said plat and certified copy of this resolution in the office of the Recorder in and for
Dubuque County, Iowa.
