MINUTES Commissioner Parks motioned and Commissioner Bakke seconded, to approve the
APPROVED; minutes of the January 29, 2018 meeting. The motion passed unanimously.

NEW BUSINESS: Presentation of Five Flags Civic Center Study and Assessment Phase I — IV
Marie Ware gave a background of CSL Phase I & II and then introduced Bill Krueger
who presented on the following topics.
Background and Current Issues
Market Demand conclusions
Supportable spaces
Identified Scenarios 1 —4
Differed and upcoming Capital Items
Economic Impact
Financial Operations estimates
After his presentation Commissioners asked the following questions.
Commissioner Bakke asked if the Theater updates would work within the restraints of
the National Historical Landmark status. Krueger, Ware, and Cook answered that
FEH and other architects involved have looked deeply into that piece and understand
the restrictions. These restrictions are on the external walls only, the internal area
can be changed.
Commissioner Daugherty aske Krueger if the Dubuque Market can support the
scenario 4 building. Kreuger echoed that the Market Demand Conclusions stated the
market could support both a Historical Performing Arts center (Theater) and
Entertainment Event center.
Commissioner Hill asked if the number of seats discussed in Scenario 4 would
support the size of acts Dubuque would want to see. Krueger and Cook agreed that
having seating for 6-8k is the sweet spot for the Dubuque market.
Commissioner Bakke asked Ware if this may go to a referendum. Ware answered
with the different possibilities for the process. Many people referred to the funding for

the Port of Dubuque and America's River project.
Commissioner Parks stated that scenario 3 tweaks what the building has now and
scenario 4 goes farther and give the community a new building.
Commissioner Huff asked howthe construction would relate to loss of revenue. Cook
and Krueger answered that it is common in the industry to filter your events and
schedule construction around client seasons, etc. When the building is under
construction staff would be booking for the new dates, working on sales of
sponsorships and other advertising.
Commissioner Bakke asked if the survey showed any negative response to 5t street
being closed for the new construction. Kruger stated there was not negative
response to that from the community.
OTHER BUSINESS: Commission meeting scheduled for March 26, 2018 did not meet quorum and not
minutes were recorded.
ADJURN; Motion to adjourn was made by Commissioner Huff, seconded by Commissioner
VOTE: Parks. The motion passed unanimously.
NEXT MEETING: Next bi-monthly meeting held July 30, 2018. Five Flags staff will place a reminder
email 3-5 day before to remind commissioners of the meeting.
