This phase of the planning will be for compensatory wetland mitigation permitting as a result of the camping expansion. The cost for this work is estimated at $19,000. Fassbinder, AIA* This amended scope of services will provide the professional services necessary to advance the Michael A. Ruden, AIA* project. These services generally consist of completing conceptual grading design for the * proposed campground expansion area and completing USAGE compensatory wetland LEED® AP mitigation permitting, the following services are proposed: SCOPE OF SERVICES Civil Engineering Structural Engineering Conceptual Design for Campground Expansion Area and Compensatory Wetland Mitigation Environmental Engineering Permitting: Municipal Engineering Transportation Engineering 1. Prepare a concept to define the impacted area due to the campground expansion for use Architectural Engineering in compensatory wetland permitting. The conceptual design will include site adin to Land Surveying ~ g Construction Services determine impacted wetland area and number of campsites which can be provided. Determine the impacted acreage. 2. Review of both existing and proposed future development of site and topography for the proposed compensatory mitigation areas, as well as other pertinent offsite information. If topographic information is needed for the compensatory wetland mitigation permitting, Light Detection and Ranging (LIDAR) data will be used for the topographic information. The sites to be reviewed for potential compensatory mitigation use are on property presently owned by the City of Dubuque and referred to as: a) Lot 1 adjacent to Seippel Road and the Dubuque County Engineer's Office - Dubuque, Iowa b) North Siegert Farm -Dubuque, Iowa c) Catfish Creek Corridor -area near NW Arterial Commercial Lot 2 -Dubuque, Iowa 3. Develop preliminary, generalized concept(s) for potential compensatory mitigation layouts, including possible areas for "protection" from future development which may be offered as part of the compensatory mitigation package to the USACE. Coordinate this effort with the City to verify applicability and that the City of Dubuque's needs and constraints for the project are being addressed and that the means to provide the required wetland hydrology can be engineered. 5. Upon preliminary approval of the proposed concept(s) developed in Item 4 above, meet with the USACE (Pre-Application Meeting) to discuss the proposed compensatory mitigation and verify its requirements for the Permit Application package submittal. 6. Prepare a preliminary draft of the "Alternative Analysis and Compensatory Mitigation Plan" (document that overviews the proposed project, project need and value; discusses the avoidance and minimization efforts taken in the design of the project and the compensatory mitigation that is proposed for unavoidable project impacts). Included in this plan will be preliminary drawings of the proposed compensatory mitigation concept and other pertinent documents. The drawings and associated documents (Mitigation Plan) will be to the detail required for permitting purposes only and will not be final and/or complete design/construction documents -they will need to be finalized and technical specifications developed during the Compensatory Wetland Mitigation Final Design, which is not part of this proposal. In general, based on current rules and regulations, the "Mitigation Plan" will address the following twelve (12) general elements in addition to other information that the USACE may require: a) Objectives g) Maintenance Plan b) Site Selection h) Performance Standards c) Site Protection Instrument i) Monitoring Requirements d) Baseline Information j) Long-Term Management Plan e) Determination of Credits k) Adaptive Management Plan f) Mitigation Work Plan 1) Financial Assurances Item f above, "Mitigation Work Plan" will be addressed partially through the following preliminary documents and associated general notes: - Preliminary Seeding/Vegetation Plan - Existing Site Plan - Preliminary Schedule of Vegetation - Preliminary Site Plan - Preliminary Details (related to planting) - Preliminary Grading Plan - Preliminary Storm Water Pollution & - Preliminary Typical Sections Erosion Control Plan - Hydrology Design Data 7. Provide City with a copy of the completed and assembled preliminary draft "Alternative Analysis and Compensatory Mitigation Plan" developed in Item 6 for its review and comments. 8. Revise the preliminary draft of the "Alternative Analysis and Compensatory Mitigation Plan" to reflect City's comments and provide City with a final reviewed copy of the plan for its final review and approval. Upon City's final review and approval of the "Alternative Analysis and Compensatory Mitigation Plan", provide City with two (2) hard copies of the "Alternative Analysis and Compensatory Mitigation Plan" for its files and to the regulatory agencies as part of its complete Joint Permit Application submittal. 10. Coordinate with the City as necessary to provide additional information requested by the USACE during its Permit Application review. DELIVERABLES The following is a list of deliverables: 1. One hard copy of the "Alternative Analysis and Compensatory Mitigation Plan" for its files and the regulatory agencies as part of the City's Joint Permit Application submittal. COMPENSATION Compensation will be on an hourly rate within the limits of the already signed purchase order, estimated to be approximately $19,000.00 (Nineteen Thousand Dollars and No Cents) for the scope of services defined above.
