Economic Development Director Dave Heiar recommends City Council approval to
move forward with a Transit Management Request for Proposals (RFP). If approved by
City Council, the actual RFP will be submitted for review and approval at a later City
Council meeting.
Dave Heiar further recommends that proposals be solicited from private firms, including
First Transit and ECIA/RTA, and that the City provide a proposal. The non-City
proposals would request two different options. One option would be a model like Five
Flags and the Grand River Center where the employees work for the private contractor.
The other option would be similar to the current Transit model where the Management
Team works for the private operator and the remaining employees work for the City.
In 2006 the City Council approved a transit management contract with First Transit.
The original contract period was through June 30, 2007, and included 4 one-year
automatic extensions. The contract allows either party to provide a 60-day written
notice prior to the expiration of each term, of the party's desire to terminate the contract.
Assuming the City would receive a proposal that is better suited to the City's current
needs, the Council would have adequate time to provide a 60-day notice of termination
to First Transit prior to April 30, 2010, in compliance with the current contract.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Transit Management
BACKGROUND
In 2006 the Council approved a transit management contract with First Transit. The
original contract period was through June 30, 2007 and included 4 one year automatic
extensions. The contract also allows either party to provide a sixty (60) day written
notice prior to the expiration of each term, of the party's desire to terminate the contract.
The original agreement was for services of a Transit Manager. As the City's
administrative staff in the Keyline office retired, the contract has been amended (March
2007 and September 2008) to add two more positions to the original contract. Currently
all administrative staff for transit is contracted with First Transit.
DISCUSSION
Based on recent questions and concerns from Council Members, I suggest that the City
issue an RFP at this time to evaluate other transit management options. The RFP
would be sent to private management firms, including First Transit, as well as
ECIA/RTA. I would also suggest that the City could also put together a team to create a
response.
The timing of this request would allow the City an opportunity to seek and review other
management options. Assuming the City would receive a proposal that is better suited
to our current needs, the Council would have adequate time to provide a 60 day notice
of termination to First Transit prior to April 30, 2010, in compliance with our current
contract.
I would also propose that the RFP be issued with two different options. One option

RECOMMENDATION /ACTION STEP
My recommendation is to seek City Council Authorization to move forward with a transit
management RFP. If the council agrees, an actual RFP will be submitted for their
review and approval.
