Budget Director Jennifer Larson is recommending the creation of a temporary full-time
Budget Analyst effective July 1, 2018 through March 29, 2019.
Alexis Steger, Senior Budget Analyst was named Acting Housing Director on June 4,
2018. John Tharp, Grant Administrator was named Acting Senior Budget Analyst on
June 4, 2018. John Tharp has limited availability to assist with the budget process due
to his duties related to the HUD Resiliency grant. A temporary Budget Analyst position
is recommended to help with the Fiscal Year 2020 budget process.
The temporary full-time Budget Analyst position will be funded from salary savings
resulting from the retirement of the Housing and Community Development Director and
the savings from the Senior Budget Analyst position.

INTRODUCTION
The purpose of this memorandum is to provide a recommendation for the creation of a full-
time temporary Budget Analyst position (paygrade GE35) in the Budget Office due to the
current Senior Budget Analyst being named Acting Housing Director effective June 4, 2018.
DISCUSSION
The Senior Budget Analyst assists in the creation, distribution and explanation of the City's
annual operating and capital budgets, including preparing budget instructions and appropriate
documents and monitoring progress on budget preparation; assists in the preparation of the
City's long-range financial projections; assists departments in specifying requirements for
their annual operating budgets and expenditure plans, including training staff in the use of the
system and preparing the training manual; assists in the preparation and analysis of
amendments to the operating and capital budgets; supports presentation of complex financial
information to management and other groups; and conducts research and analysis on
projects that have significant impact on the department. The work is performed under the
supervision of the Budget Director and in accordance with general policies and guidelines
established by the City Manager and City Council and are reviewed by the Budget Director
through meetings, reports and results achieved. The work requires considerable initiative; the
ability to visualize, gather information, articulate, analyze, solve complex problems, and make
decisions; and the exercise of independentjudgment. The position requires non-traditional
hours during budget season.
The Fiscal Year 2020 budget season kicked off with Department Manager Goal Setting on
June 4 and 5t". There is significant preparation required for the budget process, including
significant department training this summer.
Grant Administrator John Tharp has agreed to become Acting Senior Budget Analyst during
the FY 2020 budget process. John Tharp has limited availability to assist with the budget
process due to his duties related to the HUD Resiliency grant.
Due to the significant workload during the budget process, it is necessary to recommend the
creation of a temporary Budget Analyst position while Analyst Alexis Steger is Acting Housing
Director.
The temporary full-time Budget Analyst is recommended to start on July 1 , 2018 and work
until the budget is adopted and all budget documents are updated to final format in March
2018, approximately 1 ,560 hours. The total estimated cost is $54,378 in FY 2019.
Alvin Nash, Housing and Community Development Director (pay grade GE41 F), is retiring
effective June 30, 2018. The related FY 2019 salary savings through March 29, 2019 is
$113,352 ($28,338 general fund, $56,676 CDBG fund and $28,338 Section 8 fund).
Alexis Steger became Acting Housing and Community Development Director (pay grade
GE41 B) effective June 4, 2018. The estimated FY 2019 cost through March 29, 2019 is
$93,548 ($23,388 general fund, $46,772 CDBG Fund, and $23,388 Section 8 fund).
The Senior Budget Analyst position in the budget office is budgeted in FY 2019 at a cost of
$89,403 through March 29, 2019. Acting Senior Budget Analyst John Tharp (GE36B) will
work approximately 24 hours each pay period on budget related duties. The estimated FY
2019 cost of the Acting Senior Budget Analyst is $29,875 (624 hours).
Overall, there is a budget savings in the General Fund ($11 ,444), CDBG Fund ($9,904) and
Section 8 Fund ($4,950) after the recommendation to create a Temporary Budget Analyst
position. The following table demonstrates the cost and savings of each position change
impacting the budget:
