The James Lee Witt Local Award for Excellence in Floodplain Management recognizes outstanding programs or activities at the front lines of floodplain management. The City of Dubuque was awarded the 2018 James Lee Witt Local Award for Excellence in Floodplain Management for the Bee Branch Watershed Flood Mitigation Project. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer � � DATE: June 28, 2018 RE: Association of State Floodplain Managers' 2018 award for the Bee Branch Watershed Flood Mitigation Project INTRODUCTION The purpose of this memo is to provide information related to the 2018 James Lee Witt award the City received from Association of State Floodplain Managers for the Bee Branch Watershed Flood Mitigation Project. DISCUSSION The Association of State Floodplain Managers (ASFPM) "is an organization of professionals involved in floodplain management, flood hazard mitigation, National Flood Insurance Program, and flood preparedness, warning and recovery." Representing flood hazard specialists of local, state and federal government, the research community, insurance industry and the fields of engineering, hydrologic forecasting, emergency response, water resources and others, ASFPM has been active since 1976 providing input on floodplain management practice and policy in the United States. For over 30 years, ASFPM has been recognizing those who have demonstrated outstanding programs, activities, and contributions to floodplain management. The James Lee Witt Local Award for Excellence in Floc�dpl�in Management has been awarded annually since 1986. It "recognizes outstanding programs or activities at the front lines of floodplain management -- local programs where `the rubber meets the road."' In April of 2000, the ASFPM Board of Directors resolved to name this award after FEMA Director James Lee Witt in recognition of his landmark efforts to support, enhance and encourage local floodplain management capabilities. The Bee Branch Watershed Flood Mitigation Project is a multi-phased, fiscally responsible investment to mitigate flooding, improve water quality, stimulate investment, and enhance quality of life within the Bee Branch Watershed. It consists of several infrastructure improvements such as Green, pervious alleys that will reduce the volume of stormwater, upstream detention basins to slow the rate of stormwater through the upper watershed, and the Bee Branch Creek Restoration to increase the safe conveyance of stormwater through the flood-prone area. On behalf of the City of Dubuque, Civil Engineer Deron Muehring accepted the 2018 James Lee Witt Local Award for Excellence in Floodplain Management at ASFPM's annual conference in June of 2018 in Phoenix, Arizona. REQUESTED ACTION I respectfully request that Civil Engineer Deron Muehring be allowed to present the 2018 James Lee Witt Local Award for Excellence in Floodplain Management to the City Council.
