Van Milligen, City Manager SUBJECT: 1000 Friends of lowa Award for the Bee Branch Creek Restoration Project DATE: June 28, 2018 1000 Friends of lowa is a statewide nonprofit organization focused on land use education. 1000 Friends of lowa established the Best Development Awards to showcase development projects and programs in lowa that best reflect the principles of smart growth, sustainability, and uphold the mission of 1000 Friends of lowa. According to the 1000 Friends of lowa, "the winners of the Best Development Awards are models of how responsible development practices provide benefits to the community, the environment, and the quality of life for future generations. The very best projects show collaboration between public and private sectors to build, repurpose or preserve our infrastructure. These buildings and projects provide sustainability to our state by considering site placement, design, water efficiency, energy management, the materials and resources used, the indoor environmental quality, and public use and benefit." According to 1000 Friends of lowa Best Development Awards Coordinator Julia McGwire, "(the) jurors were so blown away with the comprehensive nature and site specific location of the Upper Bee Branch Creek Restoration project that they felt it deserved its own category." So, they created one: The Jurors' Choice Award. DISCUSSION 1000 Friends of lowa was founded in 1998 as a statewide nonprofit organization focused on land use education. Their mission is to unite lowans in efforts to protect farmland & natural areas, revitalize neighborhoods, towns & cities and improve quality of life for future generations. 1000 Friends of lowa established the Best Development Awards in 2001. The awards showcase development projects and programs in lowa that best reflect the principles of smart growth, sustainability, and uphold the mission of 1000 Friends of lowa. The Bee Branch Creek Restoration phase of the flood mitigation project involved converting 4,500 feet of buried storm sewer back into an expanded open channel. The restored creek and floodplain has increased the area's capacity for stormwater while � also improving the quality of runoff and providing aquatic habitat. Permeable pavement, bioswales, and native plants were strategically used along the creek to promote the infiltration and filtration of stormwater. The space also serves as a linear park with several amenities including a multi-use trail system, a play area with slides, an urban orchard, and an outdoor amphitheater. On behalf of the City of Dubuque, Civil Engineer Deron Muehring accepted the 1000 Friends of lowa 2017 Best Development, Jurors' Choice award at their annual Best Development Awards Ceremony this January at the lowa State Capitol Rotunda in Des Moines. REQUESTED ACTION I respectfully request that Civil Engineer Deron Muehring be allowed to present to the City Council the 1000 Friends of lowa 2017 Best Development, Jurors' Choice award for the Bee Branch Creek Restoration Project.
