Through the competitive quotation process for public improvements, the Flora Park
Playground Equipment and Installation Project was awarded on May 17, 2018, to All
Inclusive Rec, in the amount of$55,000. Additionally, Leisure Services staff has
requested that a concrete border be installed around the perimeter of the poured in
place surfacing for ease of maintenance after installation. The estimate for the concrete
installation is $5,540. This brings the total of the project to $60,540.00.
Leisure Services Manager Marie Ware recommends that the award for the Flora Park
Playground Equipment and Installation Project be officially recorded in the minutes of
the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Flora Playground Replacement Capital Improvement Project includes the
installation of playground equipment and poured in place safety surFacing at Flora Park
for a 2-5 year old playground replacement.
An RFP was issued in April of 2018 for the installation of playground equipment and
poured in place surFacing. The documentation and bid process was reviewed by the
City Legal and Finance Departments to ensure requirements were being met related to
the bidding of the play equipment and poured in place surFacing.
Initially there were five playground equipment vendors with nine options for play
equipment. Each vendor and option were scored by a 3-person committee comprised
of Leisure Services staff. Scoring criteria was based on the following:

1. ADA, ASTM, IPEMA & CPSC compliance Yes/No
2. Proposal addresses design guidelines and target specifications 0-25
3. Quality of design, play value and target demographic 0-20
4. Quality and durability of equipment 0-20
5. Uniqueness of equipment and "Green" materials/construction 0-10
6. Qualifications/Experience and reliability of manufacturer, supplier 0-10
Once scoring was complete the top three highest scoring play equipment options were
selected for community engagement and public input. The following is a summary of
the top three scoring submissions with all being in budget.

The public was encouraged to vote and comment on their favorite play equipment
option. Press releases and social media announced the opportunity for citizens of all
ages to select their play equipment choice. Letters were also send out to residents
surrounding Flora Park. Public input was collected through on-line voting. The
highest-ranking playground with overwhelming support and votes was the play
equipment option #2. The project was awarded on May 17th, 2018 to All Inclusive Rec
(Option #2) in the amount of$55,000.00. The bid included the equipment, poured in
place surfacing, and installation. Additionally, Leisure Services staff has requested that
a concrete border be installed around the perimeter of the poured in place surtacing for
ease of maintenance after installation. The estimate for the concrete installation is
$5,540. This brings the total of the project to $60,540.00.
