Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities from the City of
Dubuque for:
1 . $315 for an airband radio to allow the Cable TV Division to monitor air traffic
control communications, communicate with the tower, and provide their location
to the control tower while flying a drone in restricted airspace near the Dubuque
Regional Airport; and
2. $30,200 to add network connectivity and enlarge and enhance the digital routing
system in the TV Control Room at City Hall Annex.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to fonvard recommendations from the Cable TV
Commission for two requests for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting today, the Cable TV Commission recommended these two requests forfunding
from the City of Dubuque:
$315 for an airband radio to allow the Cable TV Division to monitor air traffic control
communications, communicate with the tower, and provide their location to the control tower
while flying a drone in restrided airspace near the Dubuque Regional Airport.
$30,200 to add network connectivity and enlarge and enhance the digital routing system in the
TV Control Room at City Hall Annex.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$597,873.
RECOMMENDED ACTION
I respecffully request that the Commission's recommendation for these requests be fonvarded
to the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: At the request of the Tower Chief at the Dubuque
Regional Airport, we are requesting an aeronautical radio to monitor air traffic control communications and to
communicate with the tower while flying the Cable TV drone in restricted airspace. In late June and earlyJuly 2018 we
received multiple certificates of authority from the FAA in order to fly in restricted airspace to cover the Southwest
Arterial project. We have been asked to notify the tower prior to flying and at the end of our flights.
Describe how the community will benefit from your request::The community benefits by getting aerial views of this
transportation project. The radio also allows us to better operate safely in the restricted airspace around Dubuque
Regional Airport. This radio allows us to communicate quickly with the tower and provide them with VOR radials to
allow the tower to more precisely know where we are.

Provide a general description of what you are requesting and why::This request seeks to upgrade the Control Room at
City Hall Annex to a larger, more robust routing switcher to better handle our current routing needs and provide some
additional capacity for future needs. Expanding from a 12 x 12 to a 32 x 32 router comes with the need to provide a way
to synchronize the video signals of the various video sources because there is no "clean switching" router available
larger than the one we have. We will accomplish this by installing a sync pulse generator card and a series of frame
syncs to time the video sources. Those signals we cannot time directly will be fed into the timed frame syncs which will
then output properly timed video. We are going to do the installation ourselves and the purchase of a Tektronix frame
rasterizer gives us the equipment necessary to do the timing. Having this component and doing the work ourselves will
give us the ability to add new components and fix any device whose timing shifts without having to wait for a vendor to
come in and do it. There will then also not be any expense.
A second component of this project is adding additional network drops in the control room. Most devices now have
interfaces for configuration available if networked and makes it much easier than trying to configure a device from the
small display on the device itself. We will also be installing a 10 GB switch to be able to transfer large video files at a
much quicker rate than we currently have.
Describe how the community will benefit from your request::The Cable TV Division's ability to feed video signals to the
cable system and the City's website will be greatly enhanced by a larger, more robust routing system. In addition, Cable
TV staff will be able to diagnose and fix problems much more quickly than waiting for a service technician to be
scheduled.
