Steger, Acting Housing and Community Development Director DATE: July 6t", 2018 RE: Application for HUD Lead Paint Hazard Control Program Funding BACKGROUND The purpose of this memorandum is to request the City Council's approval of an application to the US Department of Housing and Urban Development (HUD) for up to $3,500,000 for continuation of the Lead-Based Paint Hazard Reduction Program throughout the City of Dubuque. An additional $600,000 in supplement funding for Healthy Homes interventions will also be requested. Since January 1992, the City of Dubuque has addressed childhood lead poisoning, first in cooperation with the lowa Department of Public Health (IDPH), and then by conducting its own Childhood Lead Poisoning Prevention Program (CLPPP). In 1997, Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control Program Grant in the amount of$3.69 million; in 2003, a Round 11 HUD grant, in the amount of$2.4 million; and a Round 14 grant of$2.98 million in 2007, for a combined total of $9.09 million. To date, 1,255 properties occupied by very lowto moderate-income families have been made lead safe. The current Lead Hazard Control Program is on track to complete an additional 129 units by the end of its performance period, November 15, 2018. This program has initiated many cost-effective measures to prevent and eliminate childhood lead poisoning in Dubuque and has built local capacity through public education efforts. DISCUSSION This application is for a Lead-Based Paint Hazard Control Program totaling up to $4,100,000 to be submitted and administered by the Health Services and Housing and Community Development Departments. The application will include a request for $3,500,000 in lead hazard control dollars and $600,000 in healthy homes supplemental funds. If funded, the staffing for the new Program would require one Program Coordinator/Manager, two Lead/Healthy Homes Inspectors, and a full-time Lead Assistant. HUD's goal is to have these grants awarded and starting by September 30, 2018. Thus, the projected performance period would be November 1, 2018 through April 30, 2022. As required match, $200,000 in CDBG funds will be committed as part of the Council's approval of the application. The funds will be expended during fiscal years 2019-2022. RECOMMENDATION It is recommended that the Council approve the submission of a Lead-Based Paint Hazard Reduction Program application to HUD. ACTION STEP I respectfully request the City Council approval of the attached resolution authorizing an application for the Lead Hazard Control/Healthy Homes Program funds for up to $3,500,000 in lead hazard control and $600,000 in healthy homes funds. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1: That the Mayor is hereby authorized and directed to execute an application to the U.S. Department of Housing and Urban Development for a Lead Based -Paint Hazard Control Grant in the amount up to $4,100,000. Section 2: Funds from the Community Development Block Grant Program in the amount of $200,000 will be committed in fiscal years 2019-2022 as required match. Section 3: That the City Manager is hereby authorized and directed to forward said application and resulting standard executed contract to the respective agencies in a timely fashion and as required by the U.
