BACKGROUND/DISCUSSION The Jule is requesting funds to secure nine vehicles with ramps to improve accessibility and on-time perFormance while investing in new technologies to keep transit relevant and easy-to-choose over other modes. The Jule plans to purchase remanufactured vehicles that provide a smoother ride for passengers to ensure independence at boarding for individuals with disabilities by utilizing ramps. These vehicles can be purchased at a lower price while providing a like-new vehicle built to our specifications. This allows the City to leverage its existing bus replacement dollars and replace a greater portion of its medium duty fleet. The Jule is also submitting a request to update onboard computers, implement electronic fareboxes to streamline fare collection, offer multiple payment options, and enhance data gathering. The lowa DOT is also submitting an application to replace vehicles that rank high on the state replacement list based on age and vehicle type. This includes 13 Jule vehicles: 12 minibuses and 1 heavy duty bus. Grant awards are expected to be announced in late fall and projects must be completed in 3 years. BUDGET IMPACTS The local match for the Jule proposal is $372,420, which represents 15% of the bus project cost and 20% of the computers, card readers, and fareboxes project. This amount has been included in the City's Budget and Capital Improvement Program in fiscal years 2019 and 2020. If awarded, this grant application would leverage funds already planned for onboard computer and swipe card reader replacement. This project is consistent with the state long range plan (lowa in Motion 2045), which identifies vehicle replacement as the highest impact public transit strategy. This project is consistent with the local plans included within the Dubuque Metropolitan Area Transportation Study MPO, Transportation Improvement Program. The project will bring critically needed assets to a state of good repair by replacing buses that are in poor condition and beyond their useful life. The key objective of this application is to replace aging rural bus fleet vehicles identified in the Public Transit Equipment and Facilities Management System (PTMS) and consistent with asset management principles. The PTMS was developed jointly by the lowa DOT and the lowa Public Transit Association, and prioritizes vehicle replacements across the entire fleet based on the degree to which each revenue vehicle exceeds the useful life for that particular type of vehicle in terms of both age and accumulated mileage. This letter also serves as commitment to the lowa Department of Transportation (DOT) that The City of Dubuque has sufficient non-U.S. DOT funding to provide the required local match for bus replacement projects included within the Fiscal Year 2018 Competitive Funding Opportunity; Grants for Buses and Bus Facilities Infrastructure Investment Program application.
