Van Milligen, City Manager FROM: Steve Sampson Brown, Project Manager SUBJECT: Bowling & Beyond Site — Asbestos Abatement Project CIP #3601053 and #3501053 DATE: July 27, 2018 INTRODUCTION The enclosed resolution is in reference to the public hearing for the Bowling & Beyond Site —Asbestos Abatement Project. BACKGROUND The former Bowling & Beyond Site lease was bought out by the City of Dubuque in 2012. This location was previously used as a bowling alley and the building has been vacant since 2012. The property consists of 4.56 acres with one existing building on site. The City's environmental engineer consultant, HR Green conducted a hazardous materials site assessment study and found that the building contains hazardous materials, including but not limited to asbestos, polychlorinated biphenyls, and mercury- containing equipment. DISCUSSION The City plans to deconstruct the existing structure in order to prepare the site for future redevelopment. The building deconstruction project will be completed over two phases. The first phase involves the abatement of all asbestos and hazardous materials from the property. The second phase involves deconstruction of the existing building later this Fall.
