Water & Resource Recovery Center Manager William O'Brien recommends City Council
modification of the City of Dubuque Code of Ordinances Specific Pollutant Limitations
for the discharge of cyanide as measured at the treatment plant.
The lowa Department of Natural Resources has requested the City modify the current
limit for cyanide, as measured at the treatment plant.
As analyses have demonstrated, the concentration of cyanide in the influent is
consistently below the detection limit, therefore the more stringent limit will have little, if
any, effect on current plant processes. The requested change will have little to no
impact on the seven industries, which are already subject to specific discharge limits for
cyanide, under the Metal Finishing Point Source Category.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request a modification of the City of Dubuque
Code of Ordinances Specific Pollutant Limitations for the discharge of cyanide as
measured at the treatment plant.
BACKGROUND
The lowa Department of Natural Resources NPDES Section has requested the City
modify the current limit for cyanide, as measured at the treatment plant, from 5.00 mg/L
to 0.08 mg/L to provide adequate protection to the treatment processes.
Specific Pollutant Limitations for the following pollutants, in the following concentrations
as measured at the treatment plant, are established by City of Dubuque Code of
Ordinances:
Arsenic 0.04 mg/I
Cadmium 0.01 mg/I
Chromium (total) 0.70 mg/I
Copper 0.20 mg/I
Cyanide 5.00 mg/I
Iron 5.00 mg/I
Lead 0.20 mg/I
Mercury 0.01 mg/I
Nickel 0.10 mg/I
Oil and grease 100 mg/I
Phenolic compounds 2.50 mg/I
Silver 0.10 mg/I
Toluene 500 mg/I
Zinc 0.50 mg/I
Specific Pollutant Limitations are established to prevent the introduction of pollutants
into the treatment plant, in concentrations, which could interfere with the operation of
the facility, including interference with the use of resulting biosolids.
The City of Dubuque Industrial Pretreatment Program currently includes 7 industries
subject to cyanide limits under 40 CFR Part 433 — Metal Finishing Point Source
Category.
Sampling and analysis of the incoming wastewater for cyanide, conducted from 2015 to
2018, has demonstrated concentrations consistently below detection limits.
DISCUSSION
As analyses have demonstrated, the concentration of cyanide in the influent is
consistently below the detection limit, therefore the more stringent limit will have little,
if any, effect on current plant processes. The requested change will have little to no
impact on the 7 industries, which are already subject to specific discharge limits for
cyanide, under the Metal Finishing Point Source Category.
Attached is an ordinance which amends City of Dubuque Code of Ordinances, Section
13-2D-6: Specific Pollutant Limitations, as requested by the lowa Department of Natural
Resources NPDES Section.

amended to read as follows:

I have reviewed your Local Limits Evaluation submitted to the Department. The only
requested modification to the City's Sewer Use Ordinance is to change the headworks
limit for cyanide from 5.0 mg/L to 0.08 mg/L. Due to the proposed limit being more
stringent than the current limit, this modification is considered a non-substantial
modification; therefore, pursuate to 40 CFR 403.18(d)(3) the proposed changes are
considered approved by the Department.
