Originals will be given to city clerk's office MINUTES Commissioner Parks motioned and Commissioner Daugherty seconded, to approve APPROVED; the minutes of the May 2, 2018 meeting. The motion passed unanimously. VOTE: Commissioner Bakke motioned and Commissioner Daugherty seconded, to approve the minutes of the May 16, 2018 public input meeting. The motion passed unanimously. DEPARTMENT General manager, HR Cook and Director of Finance, Don Howes, gave reports REPORTS: based on information in Commission packet. PUBLIC No public comment given at meeting. COMMENT: FFCC STUDY & Marie Ware discussed the process for commissioner to discuss city council receiving ASSESSMENT and filling the Five Flags Civic Center Study Assessment and final report. FINAL REPORT: Commission Bakke motioned to recommend to City Council to Receive & File the Five Flags Civic Center Study Assessment and final report. Commissioner Parks seconded. Commissioners discussed the following points to be included in the letter to city council for recommendation: • Commissioner Huff stated that council concerns brought up at Council work session have been discussed in the final report. • Commissioner Hill agreed and stated the consultants did a great job with report, it is encompassing and conclusive. • Commissioner Parks discussed that the input gathered by CSL made it obvious the community is supportive to rebuild the building and spending time looking at other options would be a waste of time. The survey responses, meetings, and all individuals that have spoke with Commissioner Parks support the renovation for Five Flags. • Commissioner Bakke discussed the questions over his 30 years on the commission for based on the tax dollars used to operate the Five Flags Center. Page 1 of 3 Quality of life was discussed as well as the economic impact and ripples from 4'n and Main Street throughout the community. • Commissioner Daugherty discussed council concerns with parking, and the final report provides answers to the current available parking. He continued to discuss council concerns were reviewed within the final report. After discussion, vote was taken on motion to recommend City Council to Receive & File the Five Flaps Civic Center Study Assessment and final report, vote was 5 to 0, motion passed unanimously. Based on the response from the Dubuque community and all public input, Commissioner Parks motioned for Five Flags Civic Center Commission to recommend to City Council to choose scenario four for Five Flags renovations. Commissioner Bakke seconded. At this time, discussion was held and a roll call vote was requested. Commissioners repeated their discussion on the overwhelming support of public for the renovations. Then roll call vote was taken. • Parks; yes scenario 4 • Daugherty; yes scenario 4 • Huff; yes scenario 4 based on public input • Bakke; yes scenario 4 • Hill; yes scenario 4 Vote was 5 to 0, motion passed unanimously. Letter with recommendations will be drafted and submitted to City Clerk for action at City Council meeting Monday July 2, 2018. COMMISSION Commissioners discussed the following 2017-2018 successes INPUT FY209 GOAL 1. The Five Flags Civic Center Study Assessment phases one through four. SETTING: Commission discussed the impact the study has had on community involvement and input on a often forgotten building. 2. Securing CIP funding for Security cameras and some new LED lighting. 3. The external message center or marquee installation has impacted the welcome to visitors to our community. 4. The increased programing at the building success can be seen by the number of awards the building has received. Commissioner Parks discussed how this has impacted local non-profits working events as a fundraising tool. The successful building advertisers or sponsorships has positively impacted the building budget to stay under the benchmark. Commissioners discussed the following 2018-2019 initiatives 1. Promote the study and public comments for the Five Flags Civic Center Study Assessment. Continue working with Council and other partners to keep the process going and start to seek funding. 2. Begin the search for events to book the new building during construction. 3. Recommend keeping the current staff team in place and recommend the City renewthe SMG management contract. 4. If the building renovations are not adopted, commission will continue the with necessary maintenance for building infrastructure. Mare Ware will combine the 2017-2018 successes, impacts, and 2018-2019 initiatives on designated sheet and send to the commission over email to review. When all have reviewed and agree with wording, Marie will send to City Council for the goal setting sessions. Page 2 of 3 OTHER BUSINESS: Commission Bakke congratulated Kelly Spreitzer, Marketing Coordinator, on joining Chamber Ambassadors. Also thanked Bryce Parks for all he has done for the Five Flags Center over the years. ADJURN; Motion to adjourn was made by Commissioner Huff, seconded by Commissioner VOTE: Parks. The motion passed unanimously. NEXT MEETING: Next bi-monthly meeting held September 24, 2018. Commission discussed holding a special meeting based on response from City Council on recommendations. Chair Hill will reach out to schedule a special meeting if needed. Five Flags staff will place a reminder email 3-5 day before to remind commissioners of the meeting. Page 3 of 3
