Planning Services Manager Laura Carstens recommends City Council approval of the
City's application for a $12,000 Certified Local Government (CLG) Program Grant for
hosting the 2020 Preserve lowa Summit at the invitation of the State Historical Society
of lowa, and approval of a resolution for Dubuque to host the 2020 Preserve lowa
Summit.
Travel Dubuque's in-kind support would range between $2,000 and $2,500. Travel
Dubuque will also assist in financial support up to $2,000 for ground transportation.
Partnership opportunities are being explored with Four Mounds Foundation, Heritage
Works, Dubuque Main Street, Dubuque County Historical Society, Dubuque County
Historic Preservation Commission, and other groups regarding such in-kind support as
venues, presentations, tours, educational sessions, and workshops.
Based conservatively using the 2017 Preserve lowa Summit budget revenues and
expenses, it is not expected there will be any expense to the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo transmits for City Council approval, the City's application for a $12,000
Certified Local Government (CLG) Program Grant for hosting the 2020 Preserve lowa
Summit at the invitation of the State Historical Society of lowa. The grant application,
supporting documents, letter of support, and resolution are enclosed.
DISCUSSION
The State Historic Preservation Office annually awards CLG grant funds for competitive
projects that help to preserve, conserve, interpret, enhance, and educate the public
about lowa's historical assets. The City has received CLG grants other historic
preservation projects in the past.
The Preserve lowa Summit is the annual statewide conference for professionals and
volunteers involved in historic preservation in lowa. The Preserve lowa Summit typically
draws 350-400 preservation professionals, historic property owners, and community
leaders from small towns, midsized cities, and urban neighborhood districts from across
lowa and the Midwest who are interested in historic preservation and community
revitalization.
As a Certified Local Government, the City of Dubuque is required to provide training for
the Historic Preservation Commission and support staff. This project will help fulfill that
requirement. This annual state conference will offer enriching and engaging
experiences to commissioners, visitors and residents, furthering the social and cultural
vibrancy of our community.
Travel Dubuque's in-kind support would range between $2,000 and $2,500. Travel
Dubuque will also assist in financial support up to $2,000 for ground transportation.

BUDGETIMPACT
The preliminary Project Expenses for the 2017 Preserve lowa Summit in Fort Dodge
were $30,509. Revenues were $35,864 with $17,489 from registrations and $18,375
from grants, sponsorships, and cash. We expect to have a similar budget for the 2020
Preserve lowa Summit in Dubuque.
The preliminary budget is summarized below, based conservatively using the 2017
Summit budget revenues and expenses. At this time, we do not expect there to be any
expense to the City of Dubuque.

The City of Dubuque proposes to host the 2020 Preserve lowa Summit,during which we will showcase
our preservation success and challenges.
3.Type of Project*

4. Goal*
The City of Dubuque Historic Preservation Commission in partnership with the State Historic
Preservation Office, Preservation lowa, Four Mounds Foundation, Heritage Works, Dubuque Main
Street, Dubuque County Historical Society, Dubuque County Historic Preservation Commission,and
other groups, intends to host the Preserve lowa Summit in 2020. Dubuque,with a population of about
58,000, is located in Northeast lowa and offers attendees an opportunity to learn about the growth in
the value of historic preservation in Dubuque and Dubuque County over the past 35 years.
The activities that are proposed would include tours, panel discussions,workshops, and presentations.
Each of these will be located within buildings that expose attendees to the opportunities for historic
preservation,downtown development/redevelopment,and tourism. Other activities will include and
evening reception, preservation awards ceremony, and an exhibit hall.
Housing the Preserve lowa Summit will also serve as a celebration of the preservation accomplishments
Dubuque has made and continues to make. Historic preservation has been an integral component of the
community's recovery efforts after the farm crisis in the 1980s. In addition, Dubuque is unique in the
state as lowa's oldest city.
The conference is proposed to take place within the City's Historic Downtown and surrounding historic
neighborhoods and historic landmarks throughout the community. Historic downtown buildings and
districts will provide wonderful opportunities for tours,gathering spaces and backdrops for the
conference sessions.
5. Coordination*
The City of Dubuque and the City's Historic Preservation Commission will lead the conference planning
effort. Dubuque will work with the State Historic Preservation Office and Travel Dubuque to host the
2020 Preserve lowa Summit. Other partners also contacted to be partners in the planning process and
event hosting include: Preservation lowa, Four Mounds Foundation, Heritage Works, Dubuque Main
Street, Dubuque County Historical Society, and Dubuque County Historic Preservation Commission.
The City of Dubuque Historic Preservation Commission has a strong history of collaboration and believes
that their ability to connect with other organizations will provide for a high-quality conference with
sessions, tours, and presentations focusing on a variety of subjects applicable to all lowa communities.
Laura Carstens, Planning Services Manager for the City of Dubuque, is the local project manager. She will

receive assistance from Julie Kronlage, Vice President of Sales,Travel Dubuque, during the planning and
hosting of the event. A sub-committee of the Historic Preservation Commission and project partners will
be formed to guide the process which includes marketing, preparation of promotional materials,and
the development of educational content with the State Historic Preservation Office.
Dubuque proposes a monthly meeting with the SHPO beginning as soon as the grant contract is signed.
The frequency of these meetings will increase in the months leading up to the Summit.

RESOLUTION APPROVING CLG GRANT APPLICATION TO STATE HISTORIC
PRESERVATION OFFICE FOR HOSTING THE 2020 PRESERVE IOWA SUMMIT
Whereas, the State Historic Preservation Office has allocated Certified Local
Government (CLG Program grant funds for projects that help to preserve, conserve,
interpret, enhance, and educate the public about Iowa's historical assets; and
Whereas, the City of Dubuque has adopted the 2017 Comprehensive Plan that includes
goals for educating the community about the benefits of historic preservation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Planning Services Manager is hereby authorized to submit the FY 2019
CLG Grant application to the State Historic Preservation Office for match grant funds for
hosting the 2020 Preserve Iowa Summit.
Section 2. The Planning Services Manager is hereby authorized as the project manager
for the CLG application.

Dear Ms. Mohr,
I am pleased to provide this letter of support on behalf of the City of Dubuque in support of the
City's application for a Certified Local Government (CLG) Grant for hosting the 2020 Preserve
Iowa Summit in Dubuque.
Dubuque, Iowa is a community well known for its natural beauty and the historic architecture that
makes up much of the downtown and surrounding neighborhoods. As Iowa's oldest city,
Dubuque has had a strong historic preservation ethic for decades.
The City of Dubuque is committed to identifying and conserving its cultural resources. We
recognize that the historic, architectural and archeological resources of Dubuque are a key to
our economic success and quality of life. These resources, like the Mississippi River, help form
Dubuque's unique identity.
As a Certified Local Government, the City of Dubuque is required to provide training for the
Commission and staff. This project will help fulfill that need. It will be financially supported in part
by staff time contributed by the Planning Services Department and the annual training budget of
$2,500 for the City's Historic Preservation Commission.
In addition, Travel Dubuque's in-kind support would range between $2,000 and $2,500. Travel
Dubuque will also assist in financial support up to $2,000 for ground transportation.
All of these attributes make Dubuque a great place for the 2020 Preserve Iowa Summit. We
