Construction Contract Award

DATE: August 9, 2018
INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Bowling & Beyond Site — Asbestos Abatement Project.
BACKGROUND
The former Bowling & Beyond Site lease was bought out by the City of Dubuque in
2012. This location was previously used as a bowling alley and the building has been
vacant since 2012. The property consists of 4.56 acres with one existing building on
site. A study by the City's environmental engineer, HR Green, found that the building
contains hazardous materials, including but not limited to asbestos, polychlorinated
biphenyls, and mercury-containing equipment.
DISCUSSION
The City received bids for the deconstruction of the existing structure in order to prepare
the site for future redevelopment. The building deconstruction project will be completed
over two stages. The first stage involves the abatement of all asbestos and hazardous
materials from the property. The second stage involves deconstruction of the existing
building later this Fall.
