BACKGROUND The former Bowling & Beyond Site lease was bought out by the City of Dubuque in 2012. This location was previously used as a bowling alley and the building has been vacant since 2012. The property consists of 4.56 acres with one existing building on site. A study by the City's environmental engineer, HR Green, found that the building contains hazardous materials, including but not limited to asbestos, polychlorinated biphenyls, and mercury-containing equipment. DISCUSSION The City received bids for the deconstruction of the existing structure in order to prepare the site for future redevelopment. The building deconstruction project will be completed over two stages. The first stage involves the abatement of all asbestos and hazardous materials from the property. The second stage involves deconstruction of the existing building later this Fall. Page 1 of 3 BID RESULTS Sealed bids were received on the project on August 8, 2018. Advanced Environmental Testing & Abatement of Waterloo, lowa submitted the low total bid in the amount of $97,650.00. This amount is 30.25% under the estimate of probable cost. Whereas, said sealed proposals were opened and read on the 7th day of August 2018, and it has been determined that Advanced Environmental Testing & Abatement, Inc. of Waterloo, Iowa with a bid in the amount of $97,650.00 is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT. RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Advanced Environmental Testing & Abatement, Inc. and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
