Library Board of Trustees Update
From the Meeting of
December 1 7, 2009
Present: President; Diann Guns, Paula Connors, David Hammer, Beverly Kolz,
Elizabeth Leeper, Kristen Smith and Mike Willis
• November marked the passage of 42% of the fiscal year and 40% of the budget has
been expended.
• Year -to -Date circulation of library materials is up 6% and is up 2% for the month of
November, significant because we are comparing to last year when the library was not
under construction. The increase in use is greatest in the circulation of lap top computers
which is up 420% over the same time last year, and 67% year to date.
• Becky Sisco who is a writer and has a background in marketing will take over our
marketing and promotion for the balance of this fiscal year and will focus on renovation
awareness culminating in the Grand Opening.
• Phase Two — First Floor is progressing to the point that the temporary wall will come
down December 21 so that the contractors can work on the installation of the ceiling
and carpet. Target date for completion was Christmas, but it is unlikely this date will be
met. [update on 12- 22 -09: end of January] Bill Burkhart rejected the tile job in the girls'
rest room on first floor due to poor installation.
• We are planning for our largest move yet, 75% of the collection, which will be around the
first week of February. Magazines /Newspapers will move to under the mezzanine,
Audio/Visual will move in front of the windows under the mezzanine, Adult Non - Fiction
will move to the former reading room on first floor, and Youth Services will move entirely
to the first floor.
• The Board discussed interior signage for which we have only a small budget. The Library
was contacted by a company that provides flat screen TV -like monitors to clients. The
cost of the screens, installation, and maintenance is also provided. The screens would
display library events for which we only supply the text and the company's graphic
designer will create the ads, all at no charge. Their return on investment is selling ad
space for these monitors to local businesses. After discussion it was agreed that we do
not want to go into this kind of partnership (commercial) at this time and we will continue
to evaluate alternatives.
• A proposal for outdoor signage was reviewed, for which there is also no money. Current
signs are old and starting to have maintenance issues. The board liked the design and
the company's ideas. We will wait until spring to decide if we can get the signs after the
budget has had final approval and the status of contingency moneys is better known.
• A C.I.P. was submitted to add two windows in the SE corner of second floor where Tech
and Adult Services staff will work from.
• Discussion was held regarding meeting room policy as to whether we should charge fees
for equipment use. We discussed whether this is a public service, or a revenue
generator. The Board reached consensus that they would like fees to be as low as
possible with some mechanism to protect our investment. A new meeting room policy
will be drafted in the near future.

• An overview of IUPLA (Iowa Urban Public Library Association) statistics was presented:

* The State Library recommends a minimum of 38.62 FTE for top level accreditation.
Carnegie -Stout staff continues to get an extraordinary amount of work done by FTE. We lead the IUPLA group in total
items added by FTE. It is remarkable that one person processed 21,000 new items last year and two withdrew well
over 46,000.
