Van Milligen, City Manager SUBJECT: Asbury Plaza Area Wastewater Pumping Facilities Project CIP 7101350 DATE: January 11, 2010 City Engineer Gus Psihoyos is requesting acceptance of the construction contract for the improvements and authorizing payment of the contract in the amount of $550,845.57 to McDermott Excavating for the Asbury Plaza Area Wastewater Pumping Facilities Project. I concur with the recommendation and respectfully request Mayor and City Council approval. Masterpiece on the Mississippi TO: Michael C. Van Milligen, City Manager - FROM: Gus Psihoyos, City Engineer DATE: January 8, 2010 SUBJECT: Asbury Plaza Area Wastewater Pumping Facilities Project (CIP 7101350) INTRODUCTION Dubuque hittl an- amefica 2007 The enclosed resolution provides for the acceptance of the construction contract for the Asbury Plaza Area Wastewater Pumping Facilities Project. BACKGROUND In February of 2006, IIW Engineers & Surveyors, PC (IIW) (Dubuque, Iowa) completed the Northwest Asbury Plaza Area Wastewater Pumping Feasibility Report (Report). It outlined the recommended sanitary sewer system collection system to serve property north of Asbury Plaza. The specific properties that could be served by the proposed system are owned by: Motor City LLC; John Herrig; Grand View United Methodist Church; Dean and Patricia Butler; Leo and Arlene Dietz*; Clement and Jeannine Hilby *; Douglas and Eileen Coates *; and Laverne and Marlene Brimeyer *. (* Currently not within City limits) The voluntary annexation of the Motor City (Corey) property and the Herrig property were approved by the City Council in June and July of 2006, respectively. The pre - annexation agreement calls for the City to "construct a lift station and force main sanitary sewer to serve the property." The Asbury Plaza Area Wastewater Pumping Facilities Project provided sanitary sewer service to the Motor City (Corey) property and the eastern portion of the Herrig property. The City will incur all expenses of the wastewater pumping facilities and forcemain; and when properties in the drainage basin connect to this system, the property owners would be required to reimburse the City the respective connection fees based on $500 per acre. DISCUSSION The Asbury Plaza Area Wastewater Pumping Facilities Project has been completed by McDermott Excavating of Dubuque, Iowa, in the final contract amount of $550,845.47, which is a 12.3% decrease from the original contract amount of $618,342.84. The contractor was able to perform excavation in rock and that is the primary reason for the reduced contract amount. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $550,845.47. BUDGET IMPACT The total cost for the Asbury Plaza Area Wastewater Pumping Facilities Project is as follows: Award Final Construction Contract $618,342.84 $550,845.47 Contingency 113,540.00 0 Engineering 130,000.00 151,382.20 Electrical Service to Pumping Facilities 100,000.00 97,722.00 Total Project Cost $961,882.84 $799,949.67 The project funding summary is as follows: CIP No. 7101350 ACTION TO BE TAKEN Fund Description Sewer Extensions — New Development Total Project Funding I respectfully request adoption of attached resolution accepting the improvements and authorizing payment of the contract in the amount of $550,845.57 to McDermott Excavating for the Asbury Plaza Area Wastewater Pumping Facilities Project.
